The Department of the Interior Fish and Wildlife Service seeks well drilling, developing, and testing services at Rappahannock River Valley National Wildlife Refuge in Warsaw, Virginia, with quotations due June 23, 2026 and a mandatory site visit on June 15. The procurement is set aside for total small business and is being conducted under simplified acquisition procedures with a firm fixed-price contract.

Place of performance is 336 Wilna Road, Warsaw, Virginia 22572. The contractor must drill a 4-inch diameter PVC cased artesian well capable of delivering 10 gallons per minute of clean, fresh potable water, with well depth determined in the field subject to facility manager approval. Three potential water-bearing strata exist at 200–300 feet, 400–600 feet, and 800 feet deep; the 800-foot depth requires prior written approval. The contractor is responsible for obtaining all required Well Construction permits from the State Health Department and local agencies before commencing field operations. Well materials include 4-inch PVC casing per ASTM F480, continuous-slot factory wound well screen with solvent-welded joints, a standard pitless adapter with neoprene seals, and a submersible pump rated at 10 GPM with a minimum 0.5 HP single-phase motor featuring lightning and thermal overload protection. Electrical work must comply with the National Electric Code, utilizing Type UF direct burial cable installed 24 inches below grade. The contractor must develop and test the well for two hours after water level stabilization, disinfect it with 50 PPM chlorine solution, and submit a comprehensive final report including well logs, pumping test data, and water samples analyzed by a certified laboratory. All work must comply with State of Virginia regulations, ANSI/AWWA standards, and OSHA safety requirements.

Performance is scheduled July 1 through September 7, 2026. The estimated construction magnitude is $25,000 to $100,000. Performance and payment bonds are required within 10 days of award. Davis-Bacon wage requirements and Buy American construction material requirements apply. The NAICS code is 237110, Water and Sewer Line and Related Structures Construction; PSC code is Y1NE. Questions are due June 16 at 12:00 PM EST. Award will be made to the responsible respondent with the lowest evaluated price determined fair and reasonable, without discussions.
