About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20, is seeking quotations for non-emergent wheelchair transportation services to support veterans in Oregon and Washington. The solicitation (RFQ 36C26026Q0022, Amendment 0001) procures specialized wheelchair van transportation services with four primary service categories: standard wheelchair transport (up to 300-pound capacity), heavy-duty wheelchair transport (over 300-pound capacity), mileage charges for trips outside the base rate, and waiting time charges exceeding 30 minutes. Key contract requirements include providing 24/7 transportation services including weekends and holidays, utilizing the VetRide Vendor Portal for trip requests, employing qualified drivers who meet background check, TB testing, and first aid certification standards, and maintaining strict compliance with VA regulations, HIPAA requirements, and COVID-19 precautions. The contractor must demonstrate vehicle maintenance capabilities, incident reporting procedures, and patient safety protocols. Quoters must submit responses by October 23, 2025, and should utilize the updated Price-Cost Schedule with estimated quantities provided in Amendment 0001, which replaced the original Performance Work Statement with an updated version.
This solicitation carries no set-aside designation and will be awarded on a competitive basis. The contract period runs from November 1, 2025, through October 31, 2030, consisting of a one-year base period with four optional one-year renewal periods, providing continuity of service across approximately five years. Services will be performed in Portland, Oregon (97239) and surrounding regions, covering multiple Oregon and Washington counties that collectively serve over 95,000 veterans. The pricing structure utilizes per-trip and per-mile rate models, with consistent pricing maintained across the base year and all option periods. Vehicles and drivers must meet specific standards for wheelchair accessibility, capacity requirements, and professional qualifications. The contract employs NAICS code 485991 (Special Needs Transportation) and PSC code V226 (Taxicab Transportation), indicating the specialized nature of the transportation services required.
