About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking to increase the current Indefinite Delivery/Indefinite Quantity (IDIQ) contract ceiling and on-ramp new contractors for a comprehensive police body-worn camera system. The procurement includes approximately 6,000 body-worn cameras, 800 in-dash vehicle cameras, and an integrated Digital Evidence Management System (DEMS) and Report Management System (RMS). Critical technical requirements include FedRAMP High authorization, high-definition dual-view cameras with panoramic field of view, AI-powered license plate reading, infrared interior cameras, and wireless microphones with automated activation features. The solution must provide end-to-end encryption, gunshot detection alerts, live streaming capability, and automated transcription. The pre-solicitation notice, issued on February 6, 2025, indicates a response deadline of February 28, 2025, with interested contractors advised to carefully review the detailed performance work statement.

The procurement does not have a specific small business set-aside, and the NAICS code is classified under 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The contract period includes a base period from award through September 25, 2025, with two additional one-year option periods extending potential performance through September 25, 2027. The DEMS component requires 2.5 petabytes of storage, AI-powered redaction capabilities, chain-of-custody tracking, and enterprise licensing for up to 9,000 users. Camera specifications mandate minimum 720p video quality, 12-hour battery life, and holster activation integration. While specific award values are not disclosed in the pre-solicitation notice, the comprehensive technical requirements and scale of the deployment suggest a significant investment in modernizing VA police technology infrastructure.
