About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 15, is conducting market research through a reopened RFI to identify vendors capable of providing vendor-managed inventory services for emergency intravenous fluids, with responses due September 22, 2026, at 4:00 PM Central Time.
The procurement covers up to 150 pallet positions of three VIAFLEX IV fluid products: 2,030 cases of 0.9% Sodium Chloride Injection USP 100 mL, 3,480 cases of 0.9% Sodium Chloride Injection USP 1000 mL, and 1,740 cases of Lactated Ringer's Injection USP 1000 mL, supporting the Veterans Health Administration's All-Hazards Emergency Cache (AHEC) program. All products must maintain minimum 12-month expiration dates at storage and comply with Trade Agreements Act and Drug Supply Chain Security Act requirements.
The contractor must provide full lifecycle support including secure receiving, storage, rotation, audit, staging, packaging, maintenance, and emergency deployment to any of 140 specified VA facilities nationwide plus authorized non-VA emergency response locations. Warehouses must be located in the continental United States and comply with USP-NF, 21 CFR Part 205, FDA, EPA, and state pharmacy board standards. The contractor must maintain 24-hour FOB Destination deployment capability and 24/7 availability for deployment notifications. Monthly inventory reports are due the first business day of each month.
The anticipated contract structure includes a one-year base period with four one-year option periods, running from first quarter FY 2027 through first quarter FY 2031. The Government will establish firm-fixed monthly storage fees per pallet position covering all labor, facilities, and standard rotation costs. A 60-day startup period precedes billing commencement. Responses should address company administrative information, VMI program experience, technical readiness, quality management, system architecture with web-based platform and DSCSA compliance, and country of origin for each product line.
Contact Jennifer Knight at Jennifer.Knight@va.gov, 913-684-0162. Questions must be submitted by September 14, 2026, with Government responses posted by September 15, 2026.
