Performance Work Statement Summary
This Performance Work Statement (PWS) establishes vendor-managed inventory requirements for the Veterans Health Administration's All-Hazards Emergency Cache (AHEC) program, which supports rapid availability of critical intravenous fluids during public health emergencies. The contract encompasses a one-year base period with four one-year option periods, covering management of up to 150 pallet positions of three specified IV fluid products: 0.9% Sodium Chloride Injection USP 100 mL (2,030 cases), 0.9% Sodium Chloride Injection USP 1000 mL (3,480 cases), and Lactated Ringer's Injection USP 1000 mL (1,740 cases). All products must be Trade Agreements Act compliant, sourced from authorized manufacturers with active federal supply schedules, and maintain minimum 12-month expiration dates at time of storage.
The contractor must provide firm-fixed monthly storage fees per pallet position covering all labor, facilities, auditing, handling, rotation, and shipment costs with no additional charges for standard rotation or inventory reporting. Warehouses must be located in the continental United States and comply with USP-NF, 21 CFR Part 205, FDA, EPA, and state pharmacy board standards. Critical performance requirements include 24-hour FOB Destination deployment capability, monthly inventory reports due the first business day of each month with post-deployment documentation within 48 hours, and 24/7 availability for deployment notifications. The contractor receives a 60-day startup period to achieve 100% inventory levels before billing commences. The Government will reimburse at current National Acquisition Center (NAC) pricing for inventory replacement following deployments or product recalls, processed through contract modification. Delivery must reach any of 140 specified VA facilities nationwide plus authorized non-VA emergency response locations, with standard pallet dimensions not exceeding 48 inches by 40 inches without written approval.

Performance Work Statement (PWS) VA Emergency IV Fluid Vendor-Managed Inventory
Introduction
This Performance Work Statement (PWS) supports the Veterans Health Administration’s (VHA) All-Hazards Emergency Cache (AHEC) program established under VHA Directive 1047(1). It describes the requirements for storing, rotating, and deploying three critical intravenous (IV) fluid products maintained in vendor-managed warehouses to ensure rapid availability during public health emergencies.
The purpose of this program is to secure access to needed materials through partnerships with industry rather than purchasing and storing them in Government warehouses. This approach helps avoid missed technological advancements and reduces losses associated with product expiration and obsolescence.
The contractor is responsible for ensuring the availability, inventory control and rotation of stock for those product line items and associated quantities listed below for which a contract is awarded. The contractor is also responsible for furnishing asset visibility data for the purpose described above.
Scope: The resulting contract will include a base year with four option years and will encompass the original inventory as well as full vendor-managed services— including management, rotation, inventory control, and deployment— for up to 150 pallet positions of Government-procured IV fluids.
Product(s):
Key Requirements:
Storage Compliance: All facilities must meet USP-NF, 21 CFR Part 205, FDA, EPA, and state pharmacy board standards.
Product Readiness: Minimum 12-month expiration date; 24/7 deployment capability.
Reporting: Monthly and on-demand inventory reports; post-deployment documentation within 48 hours.

Delivery: FOB Destination; vendor responsible for maintaining stability and product integrity during transit.
Fees: Fixed monthly and or yearly storage fee to be proposed by contractor upon solicitation.
Background
In accordance with Veterans Health Administration (VHA) directive 1047(1), the Department of Veterans Affairs (VA) maintains the All-Hazards Emergency Cache (AHEC) program to ensure access to critical pharmaceuticals and medical supplies during catastrophic public health emergencies, including manmade and natural disasters (e.g., floods, hurricanes, earthquakes, etc.) This contract supports the readiness, inventory control, and emergency deployment of designated cache items.
General Information
The VA seeks a vendor to store and manage three specified intravenous fluid products in pre-established quantities at a vendor-managed facility. Each product must have a minimum expiration date of 12 months at the time of storage. Products shall be compliant with Trade Agreements Act (TAA) and sourced from manufacturers with a verifiable pharmaceutical supply chain. The contractor shall provide timely and accurate Commercial Asset Visibility (CAV) data, including stock levels, production schedules, and availability. CAV data must support VA situational awareness and decision-making regarding emergency activation and resource deployment.
The Contractor shall provide full lifecycle support for up to 150 pallet positions of Government-furnished material, including secure receiving, storage, rotation, audit, staging, packaging, maintenance, and shipment. All personnel, facilities, and material necessary to support these operations shall be included under the firm-fixed-price contract. Contractor must maintain the viability of all products according to applicable storage requirements and provide after-hours operations as needed for delayed or emergency shipments.
The Contractor shall maintain availability, inventory control, and expiration rotation for the designated Contractor-Stocked Emergency Inventory (CSEI). Contractor-Stocked Emergency Inventory (CSEI) refers to the specific quantities of intravenous fluids required under this contract, which the Contractor is responsible for procuring, storing, maintain, and deploying upon Government request. Monthly inventory status reports and product trend analyses shall be submitted to the Emergency Pharmacy Service (EPS), located at Hines, IL. The VA reserves the right to initiate monthly meetings to review inventory metrics. This contract will include a one-year base period with four one-year options periods.
The Contractor shall manage, store, rotate, distribute, and deployment of the specified product line items as described herein.
Performance Objectives and Standards
The Government requires guaranteed access to the following intravenous fluid products, priced per the National Acquisition Center (NAC) database. All products must be Trade Agreements Act
3 | P a g e
(TAA) compliant and sourced from authorized manufacturers with active federal supply schedules.
Contractor-Stocked Emergency Inventory (CSEI):
Offerors shall propose Contractor-Stocked Emergency Inventory (CSEI): quantities for each product line item listed above. CSEI represents the inventory the Offeror will maintain and make available for immediate delivery upon Government request. Offerors should submit proposals based on their standard commercial capabilities and only for those items they can fully support throughout the contract term.
Offerors may include explanatory details on standard commercial practices regarding the following contractual requirements:
• Material Replenishment: Following the use of emergency products, the Government will notify the contractor regarding replenishment requirements. If replenishment is required, the contractor will have 30 calendar days from notification to restock the depleted product line items.
• Deployment Delivery Turnaround: The Government shall maintain access to all CSEI inventory throughout the contract performance period. During emergency activation, the Contractor shall deliver requested materials to specified destinations within 24 hours of Government notice. Exceptions for Hawaii and Puerto Rice shall be approved in writing by the Contracting Officer.
• Expiration Dating: The Contractor shall ensure that all inventory maintained under this contract has a minimum of 12 months of remaining expiration dating at the time of placement into storage. The Contractor is solely responsible for procuring product that meets this requirement and for continuously managing inventory to maintain compliance.
If any product falls below the 12-month threshold during the storage period, whether due to initial procurement, improper rotation, or delayed deployment, the Contractor shall replace such product at their own expense and within timelines approved by the Government. Failure to meet this requirement may result in financial penalties as defined in the Penalty Fees section
• FOB Destination: All shipments shall be FOB Destination and in transit within 24 hours of request by the COR. Transit refers to the full period from when a product departs the vendor’s facility until its arrival and acceptance at the designated location. Shipments may be directed to any VA facility or authorized non-VA partner in support of emergency relief efforts. The COR will provide written authorization for all shipments to non-VA destinations.
o Exceptions for Hawaii and Puerto Rico shall follow Contracting Officer guidance.
• Delivery: The Contractor shall assume full responsibility for shipping costs and product integrity during transportation to any designated VA or authorized emergency response location. This includes maintaining required temperatures and humidity condition in accordance with manufacturer specifications and Good Distribution Practices (GDP) for pharmaceuticals as determined by the United States Pharmacopeia (USP).
4 | P a g e
• Standard pallet dimensions shall not be greater than 48 incudes (L) by 40 inches (W).
Any deviation from this configuration requires written approval from the Contracting Officer.
• Products damaged during transit or incorrect products shipped shall be refused and returned to Contractor at the Contractor’s expense. Replacement inventory must be delivered within 48 hours. The Contractor must report all incidents to the CO and COR within 24 hours, including corrective action timelines.
• The COR will communicate with Contractor special shipping instructions for specific sites to include but not limited to hours of operation, verified address and point of contact information for final destination. Prior to shipping product, tracking information will be provided to COR and the final destination’s point of contact. Any delays in shipping will be immediately communicated to the COR. The Contractor will work with COR to ensure the shipping truck delivering products will be accessible at the final destination’s receiving area (i.e. warehouse dock).
• The contractor must be able to ship to the following VA facilities listed below as warranted by the Government. Additional sites may be added as they become operational.
Any new sites will be incorporated into the contract through a contract modification.

• Product Deployment: Product deployment may be necessary in times of emergency relief efforts as deemed appropriate by the Government. The Contractor shall provide 24/7/365 availability to receive deployment notifications from the Government, including on federal holidays, the COR will maintain and share an approved list of authorized personnel permitted to request product deployment. All deployment requests shall be timestamped and acknowledged by the Contractor within one hour of receipt. The contractor shall provide a standardized method to submit all requests for product deployment electronically (i.e. Contract SharePoint sites, Contractor online portal, or monitored email address). Any standardized electronic method for product deployment must be agreed upon by the CO and COR prior to contract award.
Storage Locations
Warehouse locations shall be situated within the continental United States (CONUS). All warehouse locations must comply with storage standards outlined by the United States Pharmacopeia-National Formulary (USP-NF), 21 CFR Part 205 (Wholesale Distribution), and all applicable state and federal licensure requirements to ensure medication integrity and stability.
17 | P a g e
Contractors shall make all audit records from all regulatory agencies (e.g., FDA, State Boards of Pharmacy, Environment Protection Agency (EPA), state environmental quality agencies) available to the VA upon request. The Government strongly prefers geographic dispersion of inventory across multiple CONUS locations to ensure redundancy in the event of natural disasters, warehouse inaccessibility, or regulatory noncompliance.
Vendor Managed Inventory Fees
The original inventory will be purchased during the base year. The Contractor shall provide a firm-fixed monthly fee per pallet position to cover all storage, handling, inventory rotation activities, and shipment. This fee shall include all labor, facilities, auditing, and overhead.
Monthly invoices shall reflect the number of active pallet positions supporting Government-purchased material. No additional fees will be paid for standard rotation, inventory reporting, or shipment preparation.
The monthly storage fee is firm-fixed and shall not be subject to adjustment for the duration of the contract unless an equitable adjustment is negotiated and approved by the Contracting Officer in accordance with FAR 52.243-1.
Inventory Reporting Requirements
The Contractor shall submit a monthly inventory report to the Contracting Officer’s Representative (COR) located at Great Lakes Consolidated Mail Order Pharmacy (vhapbmepsteam@va.gov). The report shall include:
• Product description
• Product code
• Quantity on hand
• LOT number
• Expiration date
• Storage location (address)
• Inventory changes (including rotation or depletion)
Reports are due on the first business day of each month. A Post-Deployment Report must be submitted within 48 hours of inventory deployment and include order/delivery timestamps, quantities, product lot, product expiration date and destinations.
The Government may request updated inventory reports at any time to be provided within 24 hours. If a report or service is deemed “unacceptable”, the Contractor must take corrective action. Unresolved deficiencies will be escalated to the Contracting Officer.
Inventory Management
The Contractor shall maintain and manage inventory levels at 100% of the contracted amounts.
The Contractor will be provided a 60-day start-up period, after date of award, to build-up inventory levels to achieve 100% of the contractual Contractor-Stocked Emergency Inventory mailto:vhapbmepsteam@va.gov

(CSEI) material quantity level. If this requirement cannot be met for any offered product line item, the offeror is advised to identify in its business proposal the time needed as well as in the Implementation Plan. The contractor cannot invoice and will not be paid inventory management and/or holding fee costs until 100% of the CSEI material is available as awarded. However, once the CSEI is verified at 100%, and the contractor notifies the Acquisition Specialist, in writing, costs may be invoiced. The Contractor will provide data for the origin of all products purchased for the Government by means of a pedigree as outlined in the Drug Supply Security Act (DSCSA). This pedigree will be provided to the COR electronically for all new inventory included in the CSEI.
If there are unique circumstances impacting the ability of the contractor to meet the 60-day requirement, the contractor may request an extension of the 60-day period on a product line-item-by-product line-item basis. At that point the Acquisition Specialist and the contractor will make any necessary adjustments to the product levels by way of a contract modification in order to reach agreement and 100% CSEI availability. As a result of these changes the monthly fees will be adjusted to reflect the lower inventory value of the remaining CSEI products.
If product deployment is warranted at the Government’s discretion, the CO will work with the Contractor to purchase new inventory to bring the CSEI back to its original inventory level using existing National Acquisition Center (NAC) pricing at the time of deployment by means of contract modification. Upon completion of said contract modification, the contractor will have no more than 60 days to bring inventory level back to its original quantity.
Special Requirements/Constraints
Emergency Contingency Plan
The Contractor shall establish and maintain an emergency contingency plan for disaster recovery to ensure continuity of the requirements outlined in this solicitation. The Contractor must submit this emergency contingency plan with its quote and resubmit it annually on the anniversary of the award, upon any change to the plan, or as otherwise directed by the Contracting Officer.
Contingency Plan should address the following.
• Purpose and Scope
• Risk Assessment
• Roles and responsibilities
• Emergency Response Procedures
• Continuity Operations
• Communication Plan
• Data Protection and Recovery
• Supply Chain Continuity
• Recovery and Restoration Procedures
• Training and Exercises
• Plan Maintenance and Updates

Product Recalls and Patient Safety Alerts and Advisories
The COR also serves as the liaison between the Emergency Pharmacy Services (EPS) Facility Recall Coordinator (FRC) and the Contractor. The FRC is responsible for coordinating the EPS response to recalls issued by the VA National Center for Patient Safety (NCPS) Product Recall Office (PRO) and to Patient Safety Alerts and Advisories issued by the VA Central Office (VACO) VHA Warning System which may involve products distributed under this contract.
NCPS recall notifications forwarded to the Contractor by the FRC and/or COR will be acted upon immediately by the Contractor. The Contractor will be required to provide data to complete the recall or Patient Safety Alert or Advisory and ensure patient safety by sequestering affected products until disposition instructions are received. Data may be limited to stock status (i.e., quantity in stock and quarantine status) or could be more inclusive.
The CO will coordinate with the Contractor a contract modification to remove and replace any recalled product at the current NAC price at the time of the recall notice. Upon completion of the contract modification, the Contractor will replace product within 60 days. The Government will be billed a lower monthly fee to reflect the lower inventory value if product cannot be replaced within 60 days.
Methods of QA Surveillance
a. DIRECT OBSERVATION (can be performed periodically or through 100% surveillance).
b. PERIODIC INSPECTION (evaluates outcomes on a periodic basis; inspections may be scheduled daily, weekly, monthly, quarterly, annually, or unscheduled, as required). To include yearly, site visits to the Warehouses for inventory counting and compliance check.
c. 100% INSPECTION (evaluates all outcomes).
d. PROGRESS OR STATUS MEETING and compliance check. (Monthly, Quarterly or as needed)
e. ANALYSIS OF CONTRACTOR REPORTS. (State Visit, inhouse inventory reporting)
Evaluation of performance
Evaluation will be performed on a continuous basis throughout the contract period and discussed during status meetings. CPARS ratings may be issued at any time during contract performance;
however, at a minimum, a formal annual evaluation will be completed using the Revolutionary FAR Overhaul (RFO) Chart 42-1 Evaluation Rating Definitions for official CPARS ratings.
