About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 15 is seeking small business vendors to provide Direct to Patient (DTP) supply services through this pre-solicitation notice. This source sought initiative is designed to gauge market interest and vendor capabilities for providing pharmaceuticals and medical supplies directly to veterans, with services outlined in the attached Performance Work Statement and supporting documents. Interested vendors must submit a capabilities statement demonstrating their ability to support the size and scope of the requested services on or before January 11, 2026. Questions regarding the opportunity must be submitted by January 8, 2026 to receive timely responses from the government. The government will use vendor capabilities statements to determine whether a subsequent Request for Proposal can be issued as a Small Business Set Aside or must be opened to the broader market. This notice is informational only and does not constitute a formal solicitation or binding commitment by the government.

This procurement is designated as a Total Small Business set-aside, restricting competition to small business concerns. The notice does not identify any current contractor or incumbent vendor information. No specific award value or budget range is disclosed in the pre-solicitation notice, though the attached supporting documents including sample items list, shipping logic specifications, and CMOP data interface requirements should provide guidance on the scope and scale of anticipated services. The classified NAICS code of 339112 (Surgical and Medical Instrument Manufacturing) and PSC code Q999 (Medical-Other) suggest the contract involves medical supply distribution. The government has allocated a one-month period from posting to initial response deadline for vendors to prepare and submit their capabilities statements.
