About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 (Omaha Health Care System) has published a Notice of Intent for a sole-source, firm fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract for emergency medical transportation services. This Special Notice, issued under FAR 6.302-1, proposes award to the City of Papillion, Nebraska, as the sole source capable of providing 911 emergency response services. The notice was posted on April 24, 2026, and represents the VA's intent to enter into a contract with the only entity authorized to respond to emergencies at the Papillion VA Community Living Center. Market research conducted by the agency determined that no other vendor can satisfy the requirement since the City of Papillion is the exclusive 911 responder for the facility's location. The contract is justified on the basis that alternative sources are unavailable and the services are critical to ensure veteran health and safety.

The purpose of this contract is to secure reliable emergency medical response services, including Basic Life Support and Advanced Life Support patient transfers from the Papillion VA Community Living Center to CHI Health Midlands Emergency Department, available 24 hours per day, 7 days per week with a 15-minute response time requirement. The contract period spans five years, from July 1, 2026, through June 30, 2031, divided into five annual ordering periods with task orders issued accordingly. Interested vendors may submit capability statements by the May 8, 2026 deadline at 12:00 PM Central Time to erica.miller5@va.gov for consideration, though the government reserves the right to conduct competitive procurement at its discretion. The contractor will be responsible for all personnel, equipment, supplies, medications, and documentation necessary for safe patient transfers, with monthly electronic invoicing required through Tungsten. The contract is classified under NAICS code 621910 (Ambulance Services) and PSC code V225.

Notice text

This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor in support of Papillion CLC 911 Services in support of Omaha Health Care System, 4101 Woolworth Ave. Omaha, NE 68105-1850:

City of Papillion

UEI: SV7ESTNBCPS4

122 E 3rd St.

Papillion, NE 68046

This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements.

This is not a request for competitive quotes.

Market research revealed that City of Papillion is the only source who can meet this need. The City of Papillion is the response entity when 911 is called from the Papillion CLC, which is located in Papillion Nebraska.

Thus, it is impossible for any other company to provide this service since the City of Papillion is the only source who can meet this need. The City of Papillion are the only 911 responders who services this location. The Veterans who reside in PCLC have unplanned health emergencies that occur from time to time in this leased space that is staffed by VA employees. If they can t contact 911 for emergency response, they are taking a risk that could jeopardize the health, well being and possibly life of a Veteran in VA care.

The North American Industry Classification System (NAICS) code for this service is 621910 (Ambulance Services) and the Product Service Code (PSC) is V225 (Transportation/Travel/Relocation Travel/Lodging/Recruitment: Ambulance).

While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement.

All responsible sources may submit a capability statement, which shall be considered by the agency by e-mailing such statement and supporting documentation to Erica Miller, Contracting Specialist, at erica.miller5@va.gov. No phone calls please. Please indicate Response to Papillion CLC 911 Services in subject line of e-mail.

Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above.
