About this opportunity
This Limited / Sole Source Justification Notice is for a ceiling increase of $749,000 on the current IDIQ contract 36C24520D0009 with JAN-CARE AMBULANCE OF NORTH CENTRAL W.VA., INC. to provide 24-hour ambulance transportation services for the beneficiaries of the Beckley, WV VA Medical Center. The ceiling was increased from $25,000,000 to $25,749,000 due to increased usage during the COVID-19 pandemic. The Department of Veterans Affairs, RPO East NCO 05, for the Beckley VAMC, justified the sole source award under the statutory authority of FAR 6.302-1 for only one responsible source. Future actions are expected for these ambulatory services in a new solicitation at the end of the current contract's period of performance around November 1, 2024.

Demonstration that the Contractor s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
This J&A justifies the need for the ceiling increase of IDIQ 36C24520D0009 for ambulatory transport services. It was identified that the original $25 Million dollar ceiling was inadequate for the 5 year action in part due to increased usage from COVID pandemic operations. It is obvious that attempts to solicit for these services and the requirements involved in ambulatory transport, the requirements would result in substantial duplication of cost to the government not expected to be recovered through competition, as well as create
unacceptable delays in these crucial services. Accordingly, Jan Care Ambulance Corporation is the only firm capable of providing the services described in Section III above without the Veteran s Health Administration experiencing unacceptable delays in fulfilling its requirements.
