About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 is seeking to procure non-emergent wheelchair transportation services for the Baltimore VA Medical Center and associated Community-Based Outpatient Clinics across Maryland, Virginia, Washington DC, and West Virginia. Services must be available 24 hours per day, seven days per week, with mandatory compliance to Service Contract Act wage determinations, prevailing wage rates, and comprehensive driver and vehicle qualification standards. Key contract requirements include maintaining a 97% on-time performance standard (within 15 minutes of scheduled pickup), 24/7 portal monitoring via VetRide or VA-approved transportation software, valid driver's licenses with clean three-year driving records, first aid certification, tuberculosis testing, background investigations with fingerprinting, and comprehensive insurance coverage including general liability and workers' compensation. Evaluation criteria emphasize technical capability statements, fleet information, company stability documentation demonstrating minimum five-year operational history, evidence of prior wheelchair transportation contract experience as a primary contractor within five years, valid insurance certificates, and past performance references from the preceding three years demonstrating similar project scope and complexity. Questions were due by April 15, 2026 at 1:00 PM EST, with the proposal submission deadline initially set for April 24, 2026, subsequently extended to May 1, 2026 at 3:00 PM EDT.
This solicitation carries no small business set-aside designation and seeks to award a five-year firm fixed-price, shared capacity Multiple Award Indefinite Delivery/Indefinite Quantity contract to up to three lowest-priced technically acceptable contractors, with no identified incumbent. The estimated contract value ranges from a minimum guaranteed amount of $1,000 over five years to a maximum ceiling of $48,000,000, with estimated annual requirements comprising approximately 20,000 trips (15,000 for patients up to 300 pounds and 5,000 for patients exceeding 300 pounds), 10,000 miles beyond the 25-mile base rate per trip, and 600 increments of waiting time in 15-minute intervals beyond an initial 30-minute included period. The contract period spans five one-year ordering periods from July 1, 2026 through June 30, 2031, with performance occurring across multiple states in the Baltimore VISN 5 region. Contractors must maintain wheelchair vans compliant with federal, state, and local regulations, provide comprehensive quality control plans addressing organizational structure and safety protocols, and comply with HIPAA regulations and Service Contract Act prevailing wage requirements applicable to the specific geographic areas of performance.
