About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 8 seeks preventive maintenance and operational deployment services for two Ford F-550 Medical Mobile Units at VA Medical facilities in St. Thomas and St. Croix, US Virgin Islands, with proposals due October 22 at 10:00 EDT. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside, firm-fixed-price contract.
The contract period runs from November 2, 2026 through November 1, 2027 (base year), with four one-year option periods through November 1, 2031, plus a non-separately-priced extension option. Place of performance is St. Thomas and St. Croix, US Virgin Islands. The NAICS code is 485991, Special Needs Transportation; PSC code is V212.
The scope requires drivers holding either a USVI Category #8 license or heavy vehicle endorsements appropriate for the 26,001-pound GVWR vehicles; the contractor verifies licensing reciprocity and maintains all required certifications, insurance, and regulatory compliance. Contractor personnel must coordinate on-call availability and deploy within four hours for emergency response, including hurricane and earthquake activations. Services include monthly preventive maintenance per manufacturer specifications (diesel, oil changes, tire inspections and replacement, fluid and DEF/Urea checks, generator maintenance, safety inspections, cleaning, and fueling), monthly documentation of maintenance and fuel consumption, and operational deployment. The Government estimates three deployment activities annually per MMU, though actual quantities will be determined by operational needs and adjusted through contract modification. The two vehicles are 2011 Ford F-550s with Cummins Onan Commercial QD generators, VSAT communications, wheelchair lift, leveling system, toilet/plumbing, and powered medical evaluation chair. Offerors submit unit pricing for twelve monthly preventive maintenance line items and four annual deployment line items per contract period. Corrective maintenance, major repairs, and towing are outside scope unless resulting from contractor negligence or improper operation. An Amendment/Modification issued October 16, 2026 closed the question-and-answer period and incorporated vehicle specifications and clarifying Q&A; all offerors must acknowledge receipt of this amendment.
