About this file

This is a Questions and Answers document for RFQ 36C24826Q1032 addressing clarifications on Medical Mobile Unit (MMU) operations and maintenance in the U.S. Virgin Islands.

Offerors must submit pricing based on three (3) estimated deployments annually per MMU, though quantities may be adjusted through contract modification based on Government requirements. Each deployment encompasses all services necessary for vehicle movement, including preparation, transportation to activity locations, onsite support, and return to designated storage. Deployment duration varies based on activity location, mission requirements, outreach events, and emergency situations, requiring offerors to develop pricing based on professional judgment of Performance Work Statement (PWS) requirements. The two MMUs are 2011 Ford F-550 vehicles (St. Thomas VIN: 1FDUF5HT4BEB53803; St. Croix VIN: 1FDUF5HT2BEB53797) with approximate mileage of 82,364 and 82,839 respectively, equipped with Cummins Onan Commercial QD generators and configured with VSAT communications, wheelchair lift, leveling system, toilet/plumbing, and powered medical evaluation chair. The contractor must include all costs for preventive maintenance (diesel, cleaning, oil changes, tire pressure inspections, tire replacement, fluid checks, DEF/Urea inspections, generator maintenance, and safety inspections) in fixed monthly pricing; undefined corrective maintenance, major repairs, and towing are outside the awarded scope unless resulting from contractor negligence or improper operation. Drivers must possess either a USVI Category #8 license or heavy vehicle endorsements for the 26,001-pound GVWR vehicles, with the contractor responsible for verifying licensing reciprocity and maintaining all required certifications, insurance, and regulatory compliance for U.S. Virgin Islands operations. The four-hour emergency response requirement represents the contractor's ability to coordinate personnel and resources for emergency deployments including hurricanes and earthquakes. MMUs are stored at U.S. Virgin Islands National Guard Facilities assigned to St. Thomas and St. Croix clinics, with the contractor responsible for transportation between National Guard Facilities, VA clinics, and Government-authorized activity locations. The applicable wage determination is identified in Section D.1 of the solicitation; references to Executive Order 13706 and Puerto Rico are not applicable. Quality Control requirements ensure MMUs remain free from infestations or unsanitary conditions affecting vehicle readiness, equipment, supplies, personnel, or patients. The October 16 questions deadline is in Eastern Standard Time (EST), with offerors responsible for proper time zone accounting.

RFQ 36C24826Q1032 – Questions and Answers Q1. Should we price three or four deployments per island for the base and option years?

A1. Offerors shall submit pricing based on the quantities identified in the pricing schedule.

For the deployment CLINs, the pricing schedule identifies an estimated quantity of three (3) deployments for pricing and evaluation purposes. As stated in the pricing schedule instructions, these quantities are estimates only and may be increased or decreased through contract modification based on Government requirements. References to activities within the PWS and Technical Evaluation Factors address the contractor's ability to maintain sufficient operational capacity to support anticipated mission requirements throughout contract performance.

Q2. Does one deployment include preparation, transportation to the activity, onsite support, and return transportation?

A2. Yes. A deployment includes all services necessary to execute the movement of the MMU in accordance with the PWS, including vehicle preparation, transportation to the activity location, support associated with the vehicle movement mission, and return of the MMU to its designated storage location.

Q3. What duration should vendors assume for each deployment?

A3. The duration of individual deployments cannot be predetermined and will vary depending on the activity location, mission requirements, outreach event, emergency situation, and Government needs. Offerors should develop their pricing based on their professional judgment and understanding of the PWS requirements.

Q4. How should additional activities beyond the estimated quantity be priced and authorized?

A4. Additional activities beyond the estimated quantities identified in the solicitation will be handled in accordance with the contract terms and conditions. If additional services are required, the Government may utilize the applicable contract provisions and funding mechanisms, including contract modification, as necessary.

Q5. The PWS and pricing schedule reference an estimated three activities annually, while the Technical Evaluation Factor identifies at least four annually per MMU. Which quantity should contractors use for planning and pricing?

The Technical Evaluation Factor addresses the contractor's demonstrated ability to maintain sufficient operational capability to support anticipated mission requirements throughout contract performance.

Q6. Can the Government provide the model year, mileage, maintenance history, and exact configuration of each Ford F-550 MMU, including generator specifications?

A6. Additional vehicle information currently available to the Government is provided in the attached vehicle documentation. The MMUs are model year 2011 Ford F-550 vehicles.

Approximate mileage is 82,364 for the St. Croix MMU and 82,839 for the St. Thomas MMU.

The units are equipped with a Cummins Onan Commercial QD generator supporting the onboard electrical systems and equipment. Configuration includes a mobile medical unit equipped with VSAT communications, powered wheelchair lift, leveling system, toilet/plumbing system, and powered medical evaluation chair. Mileage and maintenance records vary by individual vehicle and should be identified by VIN: 1FDUF5HT4BEB53803

(St. Thomas) and 1FDUF5HT2BEB53797 (St. Croix). Offerors should review the attached vehicle documentation for additional available details. Contractors are expected to possess the technical expertise necessary to perform preventive maintenance on Ford F-550 commercial vehicles and associated equipment in accordance with manufacturer recommendations and industry standards.

Q7. Are replacement tires, batteries, mechanical repairs, towing, fuel, and other corrective maintenance included in the fixed monthly preventive-maintenance price, or will these be authorized and funded separately?

A7. The PWS identifies the contractor's preventive maintenance responsibilities, including diesel refills, cleaning, monthly vehicle operation, oil changes, tire pressure inspections, tire replacement when required, coolant and fluid checks, DEF/Urea inspections, generator fluid checks, and safety equipment inspections. Offerors shall include all costs necessary to perform the preventive maintenance requirements identified in the PWS. The solicitation does not require offerors to include undefined corrective maintenance, major repairs, or towing services that are outside the preventive maintenance scope. In the event of a vehicle failure, the Government will review the circumstances to determine the cause and responsibility. Costs resulting from contractor negligence, improper vehicle operation, or failure to perform required preventive maintenance shall remain the responsibility of the contractor. Requirements outside the awarded scope may be addressed separately by the

Government, as appropriate.

Q8. Can the Government confirm the required USVI driver-license classifications and whether equivalent heavy-vehicle endorsements issued by other U.S. jurisdictions are acceptable?

A8. The PWS requires the contractor to provide a fully capable driver for each clinic possessing a Category #8 license or a driver's license with Heavy Vehicle Endorsements.

The MMUs are Ford F-550 vehicles with a GVWR of 26,001 pounds. It is the contractor's responsibility to determine and maintain all licenses, endorsements, certifications, and authorizations necessary to legally operate the vehicles in the U.S. Virgin Islands and to comply with all applicable federal, territorial, and local transportation requirements.

Offerors are responsible for independently verifying licensing reciprocity, endorsement acceptance, and operational requirements with the appropriate regulatory authorities.

Q9. Would the Government clarify the four-hour emergency response requirement, including whether this represents driver acknowledgment, arrival at the vehicle, or completed deployment?

A9. The four-hour emergency response requirement represents the contractor's ability to respond to emergency movement requests and coordinate the personnel and resources necessary to execute the Government's requirement. The contractor must maintain sufficient readiness to support emergency deployments, including hurricanes, earthquakes, and other emergency events, in accordance with the PWS. Specific deployment requirements will be communicated at the time of notification based on the nature of the emergency.

Q10. Can the Government confirm the applicable insurance jurisdiction and wage determination for performance in the U.S. Virgin Islands, as the solicitation contains references to Puerto Rico?

A10. The applicable wage determination for this requirement is identified in Section D.1 of the solicitation. The wage determination reference and link provided in the solicitation are included for offerors' use in identifying the applicable labor classifications and wage rates associated with contract performance in the U.S. Virgin Islands. The statement referring to

Executive Order 13706 and Puerto Rico is not applicable to this requirement and may be disregarded. Executive Order 13706 is no longer applicable. Offerors remain responsible for reviewing the wage determination identified in the solicitation and determining the labor classifications applicable to their proposed workforce.

The contractor shall comply with all applicable insurance, licensing, registration, labor, and regulatory requirements associated with the place of contract performance. It is the contractor's responsibility to independently determine and maintain all insurance coverage required by applicable federal, territorial, local, and contract requirements.

Q11. Can the Government clarify whether the termite-maintenance and pest-control acceptance criteria in the Quality Control section are applicable to this requirement?

A11. Yes. The Government intends for the Medical Mobile Units to be maintained in a clean, sanitary, safe, and fully operational condition throughout contract performance. The contractor is responsible for performing the preventive maintenance, inspection, cleaning, and operational requirements identified in the PWS and for promptly reporting any conditions that could negatively affect vehicle operations, safety, or the delivery of medical outreach services. The Quality Control requirements are intended to ensure the MMUs remain free from conditions that could negatively impact their intended medical mission, including infestations or unsanitary conditions that may affect vehicle readiness, equipment, supplies, personnel, or patients.

Q12. Please confirm the exact vehicle storage and pickup locations, the expected duration and distance of outreach deployments, and whether after-hours access will be available.

A12. The MMUs are assigned to the St. Thomas Clinic and the St. Croix Clinic and are stored at the U.S. Virgin Islands National Guard Facilities. The contractor is responsible for transporting vehicles between the National Guard Facilities, VA clinics, and Government-authorized activity locations. Activity duration, deployment distances, travel times, and outreach locations will vary based on mission requirements, outreach events, special activities, and emergency situations. Coordination details, schedules, points of contact, and access instructions will be provided by the Government prior to each activity. Offerors are expected to possess or obtain sufficient knowledge of the areas of performance, including typical travel distances, travel times, road networks, and logistical considerations within St.

Thomas and St. Croix, in order to effectively perform the requirements of this contract and develop their pricing and staffing approach. Contractors shall be responsible for performing all necessary due diligence regarding local operating conditions and transportation requirements associated with contract performance.

Q13. Please confirm the intended time zone for the October 16 questions deadline, which is identified as EST.

A13. The deadline identified in the solicitation shall be interpreted as stated in the solicitation. EST refers to Eastern Standard Time. Offerors are responsible for properly accounting for applicable time zone differences and ensuring submissions are received by the Government no later than the stated deadline. Failure to properly account for time zone differences will not constitute a basis for acceptance of a late submission.
