About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is seeking a contractor to provide laundry transportation services for three VA medical centers: Doris Miller VA Medical Center in Waco, Dallas VA Medical Center, and Kerrville VA Medical Center. The contractor must provide all personnel, equipment, and supervision necessary to transport sterile and soiled laundry via drop-and-hook operations between these facilities, operating Monday through Friday with specified pickup and delivery windows at each location. Key requirements include providing two drivers with Class A CDL licenses, two diesel trucks, four 48-foot to 53-foot trailers, yearly DOT physicals, drug screening, background checks, and insurance minimums of $1 million automobile liability and $100,000 cargo. The government will evaluate proposals using Lowest Priced Technically Acceptable (LPTA) procedures under a best value selection methodology. The response deadline is April 8, 2026 at 10:00 AM CDT, as extended by Amendment 0001 to the original Request for Quote 36C25726Q0346.
This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and successful offerors must comply with subcontracting limitations requiring that no more than 50% of government-paid amounts be paid to non-certified SDVOSB or VOSB firms. The contract pricing is structured as a firm-fixed monthly flat rate for base services plus a separate not-to-exceed fuel line item where the government sets pricing at award and reimburses actual fuel costs monthly with trip logs and receipts. The contract will run for one base year from May 1, 2026 through April 30, 2027, with four optional one-year renewal periods extending through April 30, 2031. Services will include up to two emergency Saturday deliveries included in base pricing, with additional transports compensated via contract modification. Performance will occur at the three VA medical centers located in Texas, with the hub facility at Doris Miller VA Medical Center in Waco.
