About this opportunity

The 71st Rescue Squadron within the Department of the Air Force Air Combat Command is seeking to procure three replacement Utility Terrain Vehicles (UTVs) to restore operational capability following weather damage and heavy utilization. The procurement requires POLARIS-brand, diesel-powered UTVs with a five-person seating capacity, fully enclosed cab with fixed windshield and manual windows, electronic power steering, mechanical parking brake, open rear cargo bed, and a minimum of nine inches of suspension travel. These vehicles are essential for personnel transport, equipment movement, and mission execution in demanding operational environments, and must align with the squadron's existing fleet standards to ensure streamlined maintenance and logistical compatibility. While no specific evaluation criteria are detailed in this pre-solicitation notice, the government's emphasis on fleet standardization suggests that adherence to the stated minimum salient characteristics will be critical to proposal acceptance. The due date for submissions is April 2, 2026, with the pre-solicitation posted on April 1, 2026, providing an extremely compressed timeline for interested parties to prepare and submit responses.

This procurement is designated as a Total Small Business set-aside, limiting competition to small business concerns as defined by the Small Business Administration. No incumbent contractors or current vehicle suppliers are identified in the pre-solicitation notice. The specific contract value or budget allocation has not been disclosed in this announcement, though the procurement involves three vehicles and related support requirements. The NAICS classification 336110 (Automobile and Light Duty Motor Vehicle Manufacturing) and PSC code 2310 (Passenger Motor Vehicles) indicate the nature of the goods being procured and will determine eligibility requirements for potential contractors.

Notice text

The 71st Rescue Squadron (71 RQS) requires the replacement of three mission-essential Utility Terrain Vehicles {UTVs) to restore operational capability following the loss of existing assets due to severe weather damage and heavy utilization during previous deployments. These vehicles directly support personnel transport, equipment movement, and mission execution in diverse and demanding environments.

To maintain operational readiness and ensure seamless integration into existing squadron processes, the replacement UTVs must align with established fleet standards. Procuring vehicles with systems and components common to the squadron's current inventory provides substantial logistical and operational benefits, including streamlined maintenance procedures, reduced repair-part variability, and improved vehicle availability through faster turnaround times.
