About this opportunity
The Department of the Interior Bureau of Indian Affairs Central Office seeks to procure eight utility terrain vehicles (UTVs) and eight enclosed trailers for the Office of Justice Services Missing and Murdered Unit, with quotations due September 17, 2026, at 9:00 AM Eastern Time. This procurement is a 100% set-aside for Indian Small Business Economic Enterprises under the Buy Indian Act, restricting competition to ISBEE vendors.
Delivery locations are Vancouver, Washington; Rapid City, South Dakota; Phoenix, Arizona; and Anadarko, Oklahoma, with two UTVs and two trailers assigned to each site. The reference UTV is the Polaris XPEDITION ADV 5 NorthStar, featuring a liquid-cooled 999 cc or greater 4-stroke twin-cylinder engine with electronic fuel injection and 114+ horsepower, five-passenger capacity, 1,160-lb payload, 2,000-lb towing capacity, on-demand AWD/2WD, automatic transmission, fully enclosed cab with rear camera, 7-inch touchscreen with telematics, LED lighting, power steering, and heating/air conditioning. The reference trailer is the Featherlite Model 4926, a 22-foot enclosed bumper-pull trailer with tandem 4.8K axles, electric brakes, full-height rear ramp, 36-inch side door, aluminum cargo securement, interior workbench and cabinetry, and a 10-year limited warranty. Offerors may propose equal products with supporting technical documentation demonstrating compliance with all salient characteristics.
Delivery is required within 210 calendar days after receipt of order. Award will be made on a firm-fixed-price basis to the lowest-priced technically acceptable quoter. Quoters must submit the SF 1449, company information, firm-fixed pricing inclusive of all shipping and delivery costs to all four locations, delivery confirmation, and an Indian Economic Enterprise Representation Form certifying IEE status at offer submission, award, and throughout contract performance. NAICS code is 336991; small business size standard is 1,050 employees. Questions are due by September 14, 2026.
