About this opportunity

The U.S. Geological Survey Hawaiian Volcano Observatory seeks two new four-wheel drive all-terrain vehicles for off-road access to volcano monitoring infrastructure in the Kilauea Summit region, with quotations due September 1, 2026 and questions due August 27. This is a Total Small Business set-aside under FAR Part 12 for commercial products, PSC 2340, NAICS 336999.

Place of performance is Keaau, Hawaii (USGS Hawaiian Volcano Observatory, 16-665 Milo Street, Unit C1), with delivery or government pickup within Hawaii County required by September 15, 2026.

The ATVs must be new equipment only, provided by OEM manufacturers or current OEM-authorized dealers, distributors, or resellers, with minimum one-year manufacturer warranty. Salient characteristics include four-wheel drive with liquid cooling, 500–600cc gasoline engine with electronic fuel injection, automatic transmission with reverse, selectable 4WD/2WD with front locking differential, high and low range gearing, power steering, drive shaft driven axles, minimum 9-inch ground clearance, maximum 52-inch wheelbase, maximum 48-inch width, fuel capacity exceeding 3.5 gallons, 12V accessory outlet with handlebar headlamp, front rack capacity exceeding 85 pounds, rear rack capacity exceeding 160 pounds, 12-inch steel wheels (25x8-12 front, 25x10-12 rear), and front and rear independent suspension. Amendment 0001 (effective August 25) removed the 2-inch towing receiver requirement and clarified that CVT automatic transmissions with internal drive belts are acceptable provided final power transfer is shaft-driven.

Award will be made on an all-or-none basis to the responsible quoter offering the lowest evaluated price for technically acceptable equipment. Quotations must remain valid for 30 calendar days post-closing and include firm fixed pricing inclusive of all preparation, accessories, freight, and delivery costs, plus country of manufacture and proof of OEM authorization. The USGS Hawaiian Volcano Observatory requires two four-wheel drive all-terrain vehicles to support off-road access to volcano monitoring infrastructure in the Kilauea Summit region and other remote areas. The vehicle must include an enclosable cab, roof, windshield with wipers, recovery winch, and other off-road operational features.
