About this file

This is a Questions and Answers amendment to a federal solicitation for All-Terrain Vehicles (ATVs).

The document addresses four key clarifications to the original solicitation (Amendment 0001, Contract Number 140G0326Q0214, PR0044054182). Regarding drive systems, CVT automatic transmissions with internal drive belts are acceptable provided final power transfer to axles is shaft-driven; the prohibition on chain or belt drives applies only to final drive systems, not internal transmission components. For delivery and pickup options, if Government pickup at a Hawaii County dealer location is proposed, the firm-fixed-price quote must include all costs to make fully operational ATVs available at that location, including freight to the island, with no additional charges paid by the Government. The Government can accept delivery prior to the September 15, 2026 deadline during normal business hours (Monday–Friday, 8:00 a.m.–3:00 p.m., excluding Federal holidays), with specific delivery coordination occurring after purchase order award. Regarding brand and manufacturing location, the Government has no preferred ATV brand; any make/model meeting all technical requirements and salient characteristics is acceptable if offered by an Original Equipment Manufacturer (OEM) or authorized dealer, distributor, or reseller. Quoters must identify the actual country/place of manufacture and comply with Buy American requirements, including certification per FAR 52.225-2 if a foreign end product is offered.

Amendment 0001 140G0326Q0214 PR0044054182 ATV

The following questions were received in response to the solicitation. The Government's responses are provided for the information of all prospective Quoters. Except as clarified below, all other solicitation terms and conditions remain unchanged.

Question 1 - CVT / Drive System

Question: Section 2.1 requires "selectable 4WD/2WD" and "drive shaft driven axles; no chain or belt drives." Is a CVT automatic transmission that uses an internal drive belt acceptable if final power transfer to the front and rear axles is shaft-driven?

Government Response: Yes. A CVT automatic transmission that utilizes an internal drive belt is acceptable, provided the final power transfer to the front and rear axles is shaft-driven. The requirement prohibiting chain or belt drives is intended to prohibit chain- or belt-driven final drive systems to the axles/wheels and does not prohibit an internal CVT drive belt used as part of the automatic transmission.

Question 2 - Government Pickup / Freight

Question: If Government pickup at a dealer within Hawaii County is proposed in lieu of delivery to HVO, should the firm-fixed-price quote exclude shipping costs to the island, or should the quote include freight necessary to make the units available at the Hawaii County dealer location?

Government Response: If Government pickup is proposed, the firm-fixed-price quote shall include all costs necessary to make the fully operational ATVs available for Government pickup at the identified dealer location within Hawaii County, including any freight or transportation costs required to get the units to that location. The Government pickup option only eliminates contractor delivery from the Hawaii

County dealer location to the HVO facility. No separate or additional freight charges will be paid by the

Government.

Question 3 - Early Delivery / Delivery Hours

Question: Can the Government accept delivery before September 15, 2026, and is there a specific daily delivery window for drop-off at the USGS Hawaiian Volcano Observatory?

Government Response: Yes. The Government can accept delivery prior to September 15, 2026.

Deliveries may be made during normal business hours, Monday through Friday, between 8:00 a.m. and

3:00 p.m., excluding Federal holidays. Specific delivery coordination, including the delivery date and time, will occur after award of the purchase order.

Question 4 - Preferred Brand / Country of Manufacture

Question: Does the Government have a preferred ATV brand? For example, may a Polaris Sportsman

570 EPS or Suzuki KingQuad 500 be offered, and how should the place of manufacture be addressed?

Government Response: The Government does not have a preferred ATV brand. Any make/model may be offered provided it meets all technical requirements and salient characteristics of the solicitation and is offered by the OEM or an OEM-authorized dealer, distributor, or reseller. Quoters shall identify the actual country/place of manufacture for the specific ATVs being quoted. The Buy American requirements and associated solicitation provisions and clauses apply. If a foreign end product is offered, the Quoter shall identify it as required by FAR 52.225-2, Buy American Certificate.
