Request for Quotations
Requirement Description
The U.S. Geological Survey (USGS), Hawaiian Volcano Observatory (HVO), requires two (2) new four-wheel drive all-terrain vehicles (ATVs) to support access to remote volcano monitoring instrumentation sites throughout
Hawaii Island where road conditions or land-manager restrictions limit access by highway vehicles. The ATVs will also support off-road recovery, training, and simultaneous work in different regions.
a. All information submitted in response to this request is voluntary. The Government will not pay for any information requested nor compensate quoters for costs incurred in preparing a quotation.
Materials submitted to the Government for review will not be returned. This solicitation is a Request for
Quotations only and does not constitute an offer by the Government. Quotations submitted in response are not binding offers. Any resulting purchase order will constitute the Government’s offer and will become a binding contract upon the Contractor’s written acceptance or commencement of substantial performance.
b. This acquisition is conducted under FAR Part 12, Acquisition of Commercial Products and
Commercial Services.
c. The solicitation and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 2026-01, effective 03/13/2026.
d. NAICS Code: 336999 All Other Transportation Equipment Manufacturing
e. Size Standard: 1,000
f. Award will be made on an all-or-none basis. Partial quotes will not be accepted.
g. Delivery shall be to USGS Hawaiian Volcano Observatory, 16-665 Milo Street, Unit C1, Keaau, HI 96749. In lieu of delivery, Government pickup at a dealer located within Hawaii County is acceptable. The Quoter shall clearly identify the proposed delivery or pickup arrangement.
h. Quoter shall be either:
1. The Original Equipment Manufacturer (OEM) of the ATV offered; or
2. A current dealer, distributor, or reseller authorized by the OEM to sell the offered ATV make and model in the United States.
Quotations from unauthorized resellers, brokers, gray-market sources, or other sellers that cannot demonstrate current OEM authorization will not be considered.
i. DELIVERY OR AVAILABILITY FOR GOVERNMENT PICKUP REQUIRED BY SEPTEMBER 15, 2026
1.2 Quote Submission Instructions
a. State the country of manufacture.
b. Include a firm, fixed price for two (2) new ATVs, inclusive of the vehicles, required equipment, OEM accessories, dealer preparation, assembly, and all other costs necessary to provide fully operational units. If delivery is proposed, include all freight, shipping, and delivery costs. If Government pickup is proposed, clearly identify the dealer location within Hawaii County.
c. Clearly demonstrate compliance with requirements in the attached technical requirements/salient characteristics and identify what requirements can or cannot be met.
d. Identify the brand, make, model, model year, manufacturer part/model numbers, and place of manufacture for the proposed ATV and major accessories.
e. Provide manufacturer descriptive literature, specification sheets, or other technical documentation sufficient for the Government to evaluate compliance with each salient characteristic.
f. Provide warranty information, including warranty duration, warranty coverage, warranty process, and authorized warranty/service support available for the proposed ATV, including Hawaii-based or regional support if available.
g. State the proposed delivery or Government pickup arrangement and the date the ATVs will be delivered or available for pickup. The required date is September 15, 2026.
h. Provide documentation demonstrating that the Quoter is the OEM or a current OEM-authorized dealer, distributor, or reseller for the offered ATV. Acceptable documentation may include an OEM authorization letter or certificate, OEM dealer/reseller listing, or other manufacturer documentation sufficient for the Government to verify authorization.
i. Offerors shall provide UEI with quote submission.
j. Quotes must remain valid for a minimum of 30 calendar days after RFQ closing.

2. Technical Requirements / Salient Characteristics
NOT A BRAND NAME REQUIREMENT, EQUIPMENT REQUESTED SHOULD AT A MINIMUM MEET THE
SALIENT CHARACTERISTICS PROVIDED.
2.1 Engine & Drivetrain
• Four-wheel drive (4WD) all-terrain vehicle (ATV).
• Liquid cooling system.
• Engine displacement: between 500cc and 600cc.
• Electronic Fuel Injection (EFI) required.
• Fuel type: gasoline.
• Transmission: automatic with reverse.
• Drive system: selectable 4WD/2WD.
• Front locking differential required; an auto-sensing locking differential is acceptable.
• Selectable high and low range gearing required.
• Drive shaft driven axles required; no chain or belt drives.
• Front and rear independent suspension required.
• Power steering required.
2.2 Dimensions
• Minimum 9-inch ground clearance.
• Maximum wheelbase: 52 inches.
• Maximum vehicle width: 48 inches.
• Fuel capacity greater than 3.5 gallons.
• Turning radius must be less than 12 feet.
2.3 Additional Feature Requirements
• 12V accessory outlet required.
• Handlebar-attached headlamp required.
• Front rack capacity greater than 85 pounds.
• Rear rack capacity greater than 160 pounds.
• Wheels: 12-inch steel wheels.
• Front tires: 25 x 8-12.
• Rear tires: 25 x 10-12.
2.4 Towing / Recovery
• ATV shall allow for mounting of a front winch. A front winch is not required unless included as manufacturer-standard equipment.
• Rear 2-inch towing receiver required.
2.5 Compliance / Safety
• New equipment only. Used, refurbished, reconditioned, rebuilt, or gray-market equipment will not be accepted.
• Vehicle shall meet all manufacturer-standard safety requirements for the proposed model.
• Vehicle shall include all manufacturer-standard operator warnings, guards, and safety features.
• Vehicle shall include VIN/serial number, manufacturer documentation, and certificate of origin/title/MSO or equivalent ownership documentation as applicable.
2.6 Warranty / Documentation
• Minimum one (1) year manufacturer warranty required.
• Quote shall identify the warranty period, warranty coverage, and process for obtaining warranty service.
• Quote shall identify authorized service/warranty support available for the offered ATV, including any available
Hawaii-based or regional authorized service provider, if applicable.
• Contractor shall provide owner/operator manuals, maintenance manuals or maintenance guidance, warranty documents, keys, certificate of origin/title/MSO or equivalent ownership documents, and any other documentation required for Government use and maintenance.
3. Local Clauses
DOI-AAAP-0028 V4 Electronic Invoicing and Payment Requirements - Internet Payment Platform
(IPP) (February 2021)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s
Invoice Processing Platform System (IPP).
“Payment request” means any request for contract financing payment or invoice payment by the
Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4
Contract Terms and Conditions—Commercial Products and Commercial Services included in commercial item contracts.

Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: None.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact, as listed in SAM, will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis within 3–5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the
IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its quotation.
GS0231 Technical Liaison - Technical Clarification (DEC 2024)
(a) The performance required herein shall be subject to the technical clarification of the Technical
Liaison (TL) as identified below. As used herein, “technical clarification” is defined as communication to help the contractor fully understand the requirements.
(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.
(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the Contracting Officer.
(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the
Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.

GS0301 General Requirements (JUL 2001)
The contractor shall furnish all facilities, labor, materials, equipment, OEM accessories, dealer preparation, assembly, documentation, warranties, and incidental items necessary to provide the ATVs in accordance with the terms and conditions herein and the specifications set forth in the Technical Requirements / Salient
Characteristics. When contractor delivery is proposed, the contractor shall also furnish all freight and delivery necessary to the Government delivery location.
GS1131 Unilateral Deobligation of Unexpended Funds (MAY 2013)
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting
Officer. After 120 days has passed since the expiration of the performance period, the Government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.
GS1338 Notice to the Government of Delays (JUL 2001)
In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the Contracting Officer and the COR, if one has been designated, in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the
Government of any delivery schedule or date or of any rights or remedies provided by law or under this contract.

Offerors are instructed to contact only the Contracting Officer Joel Berberena at

Prospective offerors are cautioned against contacting Government technical personnel in regard to this solicitation prior to award of this procurement. If such a contact occurs and is found to be prejudicial to competing offerors, the offeror making such a contact may be excluded from award consideration. Questions should be worded so as to avoid disclosing bid strategies or proprietary solutions. Questions and answers to questions will be provided to all offerors being solicited.
Questions must reference the solicitation number and must be submitted no later than August 27, 2026 at 0500 (5AM) Pacific time. Questions submitted after the designated date and time will not be answered.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible
Quoter whose quotation conforms to the solicitation, is technically acceptable, and offers the lowest evaluated price.
The following factors will be used to evaluate quotations:
1. Technical Capability
Technical Capability will be evaluated on an acceptable/unacceptable basis. To be rated technically acceptable, the quotation must demonstrate that the offered ATV meets all salient characteristics stated in the solicitation. The
Government will evaluate the quoted make, model, specifications, product literature, warranty information, delivery or pickup arrangement within required delivery timeframe, and any completed compliance information submitted with the quotation.
Failure to provide sufficient technical documentation to determine compliance with the solicitation requirements may result in the quotation being rated technically unacceptable.
The Government will also evaluate whether the Quoter is the OEM or a current OEM-authorized dealer, distributor, or reseller for the offered ATV. Failure to demonstrate or permit verification of current OEM authorization will result in a technically unacceptable rating.
2. Price
Price will be evaluated for reasonableness. The evaluated price will be the total firm-fixed price for two ATVs, including required equipment, dealer preparation, assembly, and all other quoted costs. When contractor delivery is proposed, the evaluated price will include freight, shipping, and delivery.
(b) Options. Not applicable.
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
