About this opportunity
The Department of the Air Force Materiel Command Test Center is conducting a pre-solicitation market research initiative to identify small businesses capable of providing utility task vehicle maintenance and repair services at Edwards Air Force Base, California. The procurement seeks contractor capability to deliver routine preventative maintenance and reactive repair services for up to 22 John Deere Gators and 3 Honda Pioneer Polaris vehicles annually. Key contract requirements include performing all scheduled maintenance services according to manufacturer specifications with factory-trained technicians, completing comprehensive preventative maintenance within a 365-day calendar period, providing detailed work requests with cost estimates for over-and-above repairs within five days, and maintaining operations during standard hours of 6:00 AM to 4:00 PM PST, Monday through Friday. The contractor must also satisfy background check requirements, maintain AFMC Form 496 identification cards, comply with OSHA and environmental regulations, and adhere to base security protocols. The capability statement submission deadline is February 17, 2026, with the government encouraging early submission due to the federal holiday weekend.
This opportunity is designated as a Total Small Business set-aside, indicating that only small businesses are eligible to compete. The contract will be structured as a non-personnel service Basic Ordering Agreement with two primary line items covering scheduled maintenance services and over-and-above reactive repairs capped at $30,000 annually. The base contract period extends from July 23, 2026 through July 22, 2027, with four optional one-year renewal periods potentially extending service through July 22, 2031. Work requests exceeding $2,500 require Contracting Officer approval, while those up to $2,500 require only Government Program Manager approval. The scope includes maintenance for 25 specific vehicles identified by serial number and building location, with the contractor responsible for furnishing all personnel, equipment, supplies, tools, materials, supervision, and transportation necessary for performance.
