About this opportunity

The Department of the Interior Bureau of Land Management Idaho Region seeks supply and delivery of cattle guard components in a total small business set-aside, with quotes due August 27 and effective amendment dated August 25. The procurement is an RFQ for firm fixed-price commercial products under solicitation 140L3726Q0167.

Delivery is required by March 1, 2027, to the BLM-ID Boise District Office in Boise, Idaho. The three line items are six units of 14-foot by 8-foot steel cattle guard grids without cleanout, twelve units of steel cattle guard wings, and twelve units of 14-foot by 2-foot precast concrete bases. All items are classified under PSC 5680 (Miscellaneous Construction Materials) and NAICS 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing).

Technical specifications require all steel components to conform to ASTM A 36 unless otherwise specified, design load conformance to AASHTO 18-25, all-welded construction per AWS D1.1, and structural steel cleaning conforming to SSPC-SP1. Cattle guard webs and end rings receive a primer coat of auto metal primer with minimum 1 mil thickness applied in two applications, plus federal safety yellow paint per T-C-384 specifications. Rails must be 7-gauge minimum thickness. Precast concrete bases include 2-#4 rebar at 10-inch on-center spacing, metal edging with 2-inch tool clearance, lifting lugs with 4-inch by 3-inch by 1/2-inch rings, and Star type P-46-T anchor bolt inserts with 5/8-inch by 2-inch bolts. Manufacturers must submit written certification from suppliers confirming conformance.

Evaluation weighs technical capability, prior experience and performance on similar work within the past three years, and price at approximately equal weight. Award is not limited to the lowest-priced offeror. Submission is via email to matthew_steele@ios.doi.gov by 12:00 PM MT. The contracting officer is Matthew Steele.
