About this file

This is a Request for Quotes (RFQ) for cattle guard components issued by the US Wildland Fire Service National Interagency Fire Center (NIFC) under solicitation number 140L3726Q0167. The RFQ is a single, firm fixed-price commercial products procurement set aside 100% for small businesses, with NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing). The quote due date is August 27, 2026, by 12:00 PM MT, with submission via email to matthew_steele@ios.doi.gov. The required delivery date is March 1, 2027, to BLM-ID Boise District Office, 3948 Development Avenue, Boise, Idaho 83705.

The procurement requires supply and delivery of three cattle guard components: six units of 14-foot by 8-foot steel cattle guard grids without cleanout; twelve units of steel cattle guard wings; and twelve units of 14-foot by 2-foot concrete bases. All items are classified under Product/Service Code 5680 (Miscellaneous Construction Materials). Evaluation will be based on three factors of approximately equal weight: technical capability (product literature and technical descriptions demonstrating compliance with specifications), prior experience and performance (similar work completed within the past three years), and price (based on competitive quotations and reasonableness). Award may not be made to the lowest-priced offeror if technical capability or past performance is not demonstrated. The contracting officer is Matthew Steele, and the contract will incorporate FAR clauses 52.212-4 and 52.212-5 along with various other federal compliance requirements including small business certifications, employment eligibility verification, and electronic invoicing through the Department of Treasury's Invoice Processing Platform (IPP).

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

i. Technical Capability

ii. Prior Experience and Performance

iii. Price.

USWFS Boise Virtual Fence Page 9 of 9

Non-price factors (Technical Capability and Prior Experience and Performance) are approximately equal when compared to Price in making the award decision.

Evaluation Factor No. 1: Technical Capability

1. A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary to determine product meets the requirement outlined in this solicitation.

Evaluation Factor No. 2: Past Experience and Performance Provide Past performance showing similar work, in a similar environment, of a similar scale that has been completed. Past performance shall be within the last 3 Years. The government may, at its discretion, base past performance on past knowledge and previous experience with the contractor, supply or service being provided, customer survey or other reasonable basis.

Evaluation Factor No. 3: Price Completed price schedules will be evaluated for completeness and reasonableness. Price reasonableness will be determined based upon comparison of competitive quotations.

Award may not be made to the Offeror submitting the lowest price if the lowest price does not meet demonstrate technical capability or successful past performance.

(b) 52.217-5 Evaluation of Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
