About this opportunity

The United States Transportation Command (USTRANSCOM) is seeking non-personal advisory and assistance services (A&AS) to support its Program Executive Office - Transcom (PEO-T) and the Joint Transportation Management System (JTMS) program. Services will encompass program management, engineering, financial management, functional support, and acquisition-related support. The JTMS program is implementing an Enterprise Resource Planning solution to integrate transportation and financial domains across the Joint Deployment and Distribution Enterprise. The government will evaluate responses based on company qualifications, experience supporting acquisition programs, technical capability, pricing approaches, and available contract vehicles, with emphasis on enabling successful delivery of critical warfighting capabilities. Key dates include an RFI response deadline of January 7, 2026, solicitation release expected during the week of May 11, 2026, quotes due the week of May 25, 2026, evaluation completion targeted for the week of July 28, 2026, and contract award anticipated for the week of August 24, 2026.

This procurement will not include any set-aside designations and will be unrestricted on the GSA Multiple Award Schedule IT SIN 541611. The incumbent contractor is Paragon Technology Group, Inc., which has held the PEO-T support contract since May 2022 with a term ending in September 2026, while the previous contractor was Amyx, Inc. (November 2016 – March 2022). The government intends to award a single Blanket Purchase Agreement with a five-year ordering period from September 1, 2026 through August 31, 2031, with a secondary BPA established as a contingency only if necessary. The NAICS code is 541611 (Administrative Management and General Management Consulting Services) with a small business size standard of $24.5M, and the government is seeking to streamline the procurement through a direct rate floor for labor categories rather than traditional competitive task order competitions. Task orders and calls will not be competed under this BPA structure.
