About this file
This Request for Information (RFI) is from the United States Transportation Command (USTRANSCOM) seeking sources to provide non-personal advisory and assistance services (A&AS) for program management, engineering, financial management, functional support, and acquisition-related support to the USTRANSCOM Program Executive Office - TRANSCOM (PEO-T) and the DoD Joint Transportation Management System (JTMS) Program. The procurement is anticipated as a 5-year ordering period beginning 1 October 2026, with a NAICS code of 541611 and a small business size standard of $24.5M, encouraging responses from small and large businesses across socioeconomic categories.
Interested parties are requested to submit a detailed, tailored 3-page response by 1600 Central on 7 January 2026, addressing company information, business size, experience supporting acquisition programs, pricing approach feedback, technical evaluation input, available contract vehicles, and additional acquisition efficiency suggestions. The government is considering a streamlined pricing evaluation process that establishes a direct rate floor for labor categories and seeks industry feedback on technical evaluation criteria. Previous PEO-T support contracts were held by Amyx, Inc. (November 2016 - March 2022) and Paragon Technology Group, Inc. (May 2022 - September 2026), both small businesses using competitive acquisition methods.

REQUEST FOR INFORMATION (RFI)
FOR
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM)
USTRANSCOM Acquisition Program Support
RFI # TRANSCOM26D002
1. Purpose. This announcement constitutes a Request for Information (RFI) for informational and planning purposes only. THIS IS NOT A REQUEST FOR PROPOSAL nor is it to be construed as a commitment by the Government. The information requested will be used within USTRANSCOM as market research to facilitate decision making (i.e., determining acquisition strategy, small business concerns, etc.) and will not be disclosed outside the Government.
Proprietary information submitted shall be appropriately marked. Please note that USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI.
USTRANSCOM highly encourages responses from capable large and small business concerns, to include all the socioeconomic categories. Small Business set-aside opportunities are being considered.
2. Description/Scope. The United States Transportation Command (USTRANSCOM) is seeking sources that possess the availability and capability to provide non-personal advisory and assistance services (A&AS) to provide program management, engineering, financial management, functional support, and acquisition related support to the USTRANSCOM Program Executive Office – TRANSCOM (PEO-T) and the DoD Joint Transportation Management System (JTMS) Program.
PEO-T is an acquisition program management organization chartered to manage cost, schedule, performance, and risk to develop, field, and sustain effective enabling activities to support USTRANSCOM. The PEO-T manages acquisition programs, program-related activities, and select services acquisitions for USTRANSCOM and for its other associated and supporting organizations when USTRANSCOM requirements are included as part of the effort. The USTRANSCOM PEO-T has historically received A&AS support from the USTRANSCOM PEO-T Support contract.
JTMS is a DoD Program of Record, led by USTRANSCOM to field a commercial-off-the-shelf (COTS) Enterprise Resource Planning (ERP) solution that will integrate the transportation and financial domains throughout the Joint Deployment and Distribution Enterprise (JDDE) to achieve auditability, transparency, and optimized resource allocation. While not a USTRANSCOM PEO program, the JTMS program is PEO-managed and has historically received support from the USTRANSCOM PEO-T Support contract.
Procurement History of PEO Support contracts
PEO-T Support Contract/Task Order No: HTC711-17-F-D001 Contractor: Amyx, Inc.
Business size: Small Business Acquisition Method: GSA OASIS SB, Small Business Set-Aside, Competitive Acquisition Period of Performance: 01 Nov 2016 – 31 Mar 2022
PEO-T Support Contract/Task Order No: HTC711-22-F-D016 Contractor: Paragon Technology Group, Inc.
Business size: Small Business Acquisition Method: GSA MAS IT, Small Business Set-Aside, Competitive Acquisition Period of Performance: 01 May 2022 – 30 Sep 2026
As the JTMS program embarks on implementation of the ERP solution, the program anticipates a greater level-of-effort required in support of the program office. Additionally, the required program office support is expected to coincide and fluctuate based on where the JTMS program is within the implementation lifecycle, which will result in less defined timing on specific requirements. To accommodate the broader scope of support now required by JTMS and all PEO programs, as well as the dynamic nature of those requirements, the previous PEO-T Support requirement has evolved into the Acquisition Program Support requirement.
The Contractor shall provide technical assistance and integration services across all disciplines within the assigned acquisition programs and services acquisitions to include pre-acquisition activities. The disciplines include, but are not limited to: Configuration Management (CM), Test and Evaluation (T&E), Systems Engineering, Security Engineering, Program Management (PM) Support, Risk Management, Functional Support, Acquisition Support, and integration of all the disciplines.
Attached is a draft IDIQ Performance Work Statement (PWS). *NOTE* The Government requests comments from industry regarding the draft PWS in order to clarify any ambiguities.
These comments will be addressed when the final PWS and solicitation are issued. Individual responses will not be provided to comments submitted. These comments are excluded from the White Paper page limitation, and shall be submitted on Attachment 2 – Industry Comment Matrix.
The NAICS for this effort is 541611, Administrative Management and General Management Consulting Services. The Small Business Administration small business size standard for NAICS code 541611 is $24.5M. The Product Service Code (PSC) for this requirement is R799.
Anticipated Place of Performance: Contractor facilities or remote/telework, as well as Government-site located at Scott Air Force Base, Illinois.
Anticipated Period of Performance: 5 year ordering period (base period plus 4 option periods), beginning 1 October 2026.
3. Information Requested
Parties interested in assisting USTRANSCOM with this market research are requested to submit the following information in the format outlined below. The response should be detailed (but no more than three pages) and address the information requested below (title pages, cover letter, etc., will not count against the page limit). Respondents are highly encouraged to submit a tailored response rather than a generic capability statement. Generic capability statements will not be reviewed for this requirement.
I. Company Information.
A. Company Name B. CAGE Code C. Point of contact name, phone number, and e-mail address
II. Business size:
The NAICS for this effort is 541611, Administrative Management and General
Management Consulting. The Small Business Administration small business size standard for this NAICS code is $24.5M. Based on this NAICS, identify your business size as Small or Large. If a small business, identify if any of the following are applicable: HUBZone, Service Disabled Veteran Owned, Veteran Owned, Small Disadvantaged Business, Woman Owned, or Economically Disadvantaged Woman Owned.
If your company is an Other Than Small Business (OTSB) concern, have you partnered or subcontracted with small business concerns to provide same or similar services of this requirement?
III. Experience:
Generally, describe your company’s experience supporting Acquisition Category (ACAT) and Business System Category (BCAT) programs as it relates to the A&AS support outlined in the attached draft PWS. Provide the following project or contract information for requirements deemed similar to this effort:
A brief description of the project Contract number Period of performance Was your company a prime or subcontractor?
Dollar value of the project Scope of the portion of the effort your company supported
IV. Other:
A. Pricing. The Government is concerned with the realism of labor rates, and whether the proposed labor rates will be realistic for the work to be performed. The Government is considering a streamlined price evaluation process, with which the Government will establish a direct rate for each labor category, which would represent the minimum hourly wage the contractor could pay their respective employee. The offeror would propose their fully burdened rate (inclusive of their indirect rates, profit, and a direct rate no lower than the Government’s direct rate floor). The Government’s price analysis would then focus on a fair and reasonable determination of the fully burdened rate – as the direct rate floor would have already been determined realistic. The Government is seeking industry’s feedback on this proposed approach, as well as any additional recommendations to address the realism of proposed rates while streamlining the price evaluation.
B. Technical Evaluation. The Government is currently developing technical evaluation criteria and seeking industry’s input on the technical area(s) that would offer the greatest differentiation in approaches and evaluation.
C. Contract Vehicle. Please list all contract vehicles under which you hold contracts which could be used to procure this effort to include the Federal Supply Schedules and other Government Agency contract vehicles. (This information on available contract vehicles is for market research only and does not preclude your company from responding to this notice.)
D. Additional Information. Please provide any other information or suggestions that may provide efficiencies in accomplishing and streamlining this acquisition.
