About this opportunity
The U.S. Secret Service anticipates a nationwide requirement for construction management and related design, engineering, security, infrastructure, and maintenance services, and it issued this Request for Information to identify qualified firms ahead of a future multiple-award BPA or IDIQ contract. Responses are due November 20, 2026. No set-aside is used. The RFI is market research only, not a solicitation or commitment to award, and the Government will not reimburse response costs. Work covers Government-owned or leased facilities and other Government-designated locations throughout the United States and its territories, and it may include new construction, renovations, retrofits, and system upgrades. The attached Interested Vendor Questionnaire, as summarized in the derived file summary, describes two concurrent projects of up to $35 million each, all personnel holding top-secret security clearances, design and engineering management alongside construction management, installation of high-tech security systems and ballistic glazing in fully occupied facilities, and potential matching of aged finishes. The same summary requests three relevant projects completed within the past three years with contract numbers and completion records, SAM registration status, GSA Schedule holder status, three years of annual construction management volume, and a capability statement of no more than three pages. Questions go to Kimberly Johnson, Contracting Officer, Assistant Division Chief, Office of Procurement.

NAICS Code 541330, Engineering Services
Notice Type: Request for Information (RFI)
Agency: U.S. Department of Homeland Security, U.S. Secret Service (USSS)
Response Due Date: November 20, 2026
Point of Contact: Kimberly Johnson, Contracting Officer, Assistant Division Chief, Office of Procurement 1. Purpose
The U.S. Secret Service is conducting market research to identify qualified construction management firms capable of supporting future construction, renovation, design-management, and related task-order requirements. This Request for Information is issued solely for planning and market research purposes.
USSS is seeking information from firms operating under North American Industry Classification System (NAICS) code 541330, Engineering Services, including small businesses and socioeconomic small-business concerns, that possess the organizational capacity, technical expertise, security capability, and geographic reach necessary to support future construction activities.
Responses to this RFI will assist USSS in assessing industry capability, the availability of qualified firms, small-business participation, competition, bonding capacity, staffing resources, geographic coverage, and potential acquisition approaches for a future BPA or IDIQ type contract with the USSS.
This RFI is not a solicitation, request for proposal, commitment, or promise by the Government to award a contract. The Government will not reimburse respondents for any costs associated with preparing or submitting a response.
2. Anticipated Requirement Description
The U.S. Secret Service (USSS) anticipates a nationwide requirement for construction management and related design, engineering, security, infrastructure, and maintenance services at Government-owned or leased facilities and other Government-designated locations throughout the United States and its territories. Work may include new construction, renovations, retrofits, system upgrades, emergency repairs, and sustainment activities performed in occupied, operational, secure, or time-sensitive environments.
Depending on the task order, firms may be required to provide services across the full project lifecycle, including:
- Planning, requirements development, site surveys, existing-condition assessments, project scoping, and cost estimating.
- Architectural and engineering design management, design review, value engineering, constructability review, and preparation of procurement-ready design documents.
- Acquisition and preconstruction support, including bid evaluation and contractor-vetting assistance.
- Construction administration and management, including quality control, safety and schedule oversight, stakeholder coordination, phased work, and management of design changes.
- Equipment procurement, fabrication, installation, systems integration, testing, commissioning, documentation, training, maintenance, repair, and urgent-response support, as specified in individual task orders.
Anticipated task orders may cover one or more of the following service areas:
- Physical security enhancements: Perimeter controls, security booths and command posts, vehicle and pedestrian access points, site improvements, structural hardening, ballistic or blast-resistant features, secure rooms, doors, gates, locks, and related protective measures.
- Electronic security systems: Video surveillance and management, intrusion detection, access control, command-and-control, intercom and notification systems, supporting networks and equipment, system programming, cybersecurity hardening, integration, testing, and operator training.
- Infrastructure and building systems: Mechanical, electrical, plumbing, communications, emergency power, structured and fiber-optic cabling, fire and life-safety systems, HVAC, environmental controls, and building-management or monitoring platforms needed to support security and mission continuity.
- Preventive and corrective maintenance: Inspection, testing, calibration, software and firmware maintenance, troubleshooting, repair, component replacement, emergency response, spare-parts support, lifecycle assessment, and documentation for covered systems and infrastructure.
The scope is broad and non-exhaustive. Each task order may establish the applicable locations, technical requirements, deliverables, performance standards, schedule, security restrictions, acceptance criteria, and maintenance obligations. Firms may need to integrate new, existing, legacy, or proprietary systems while minimizing disruption and maintaining safety, security, and continuity of operations.
The Government anticipates that some future requirements may involve concurrent task orders of significant value. Respondents should identify their capacity to manage multiple projects simultaneously, including their ability to provide appropriately cleared personnel when required.
