About this file
This is an Interested Vendor Questionnaire template designed to support market research for a potential U.S. Secret Service (USSS) multiple-award construction management services Blanket Purchase Agreement (BPA) or indefinite-delivery, indefinite-quantity (IDIQ) contract. The questionnaire is not a solicitation or commitment to award a contract and does not require reimbursement of response costs.
The RFI seeks qualified construction management firms under NAICS code 541330 (Engineering Services) capable of managing two concurrent projects of up to $35 million each with all personnel holding top-secret security clearances. Respondents must demonstrate capacity to provide both design and engineering management services alongside construction management for projects in any habitable location within the United States and territories. The questionnaire requests detailed information on vendor qualifications, including SAM.gov registration status, GSA Schedule contract holder status, geographic coverage, annual construction management volume for the past three years, experience with various construction delivery methods (Design-Bid-Build, Design-Build, CMAR, IDIQ task-order construction), and experience performing construction management under multiple-award IDIQ contracts. Firms must submit three relevant projects completed within the past three years demonstrating comparable scope, complexity, value, schedule, and security requirements, with supporting documentation including contract numbers and completion records. The anticipated work involves managing architectural design and engineering of alterations to existing structures, installing high-tech security systems and ballistic glazing in fully occupied facilities, and potentially matching aged finishes. The questionnaire also requires information on current workforce capacity, mobilization capability for urgent requirements, small-business subcontracting experience, and anticipated constraints. Respondents must provide a capability statement not exceeding three pages and certify the accuracy of submitted information.
