About this opportunity
The United States Space Force (USSF), operating under the Department of the Air Force Headquarters District Washington, is seeking information and recommendations from industry regarding the design and execution of a modernized Infrastructure Delivery Authority and Delivery Partner (IDA-DP) framework. This Request for Information (RFI) is intended for market research and planning purposes and solicits candid industry input on the executability of the proposed concept, practical recommendations for maximizing effectiveness, and identification of market conditions, risks, and opportunities. The USSF is particularly interested in responses from entities with experience in large-scale construction program delivery, Design-Build/Construction Management at-Risk (CMAR)/Integrated Project Delivery models, construction technology and digital twin platforms, defense acquisition and compliance, cleared construction workforce solutions, and long-lead supply chain management. Responses must address 16 detailed industry questions organized across eight key focus areas: IDA-DP Governance and Authority Structure, Delivery Model Selection, Early Procurement and Supply Chain Strategy, Cleared Labor and Security Phasing, Digital Twins and Technology, Compliance and Regulatory Barriers, Risk and Incentives, and Additional Input. Responses are due on May 4, 2026, at 12:00 PM Eastern Time and must not exceed five pages, excluding cover page and table of contents, submitted electronically to SAM.gov.
No set-aside designation applies to this RFI, and no incumbent contractors or specific award values are identified in the pre-solicitation notice. The RFI addresses critical gaps in the current infrastructure delivery process, including the 5-7 year Military Construction (MILCON) lifecycle, 12-24 month supply chain lead times, cleared labor shortages and badging delays, and excessive layered oversight. The proposed solution involves establishing a government-led Infrastructure Delivery Authority with embedded contracting authority working with a private-sector Delivery Partner consortium under a risk-and-reward-sharing model. The delivery methods under consideration include Performance-Based Design-Build, Construction Management at-Risk (CMAR), and Integrated Project Delivery/Progressive Design-Build approaches. It is important to note that this RFI is not a solicitation, commitment to award a contract, or an obligation to pay for responses, and all submitted information may be used by the Government without restriction and may be subject to Freedom of Information Act (FOIA) release.
