About this opportunity

The United States Space Force Space Operational Contracting Headquarters intends to solicit Fixed-Price Other Transaction agreements for USSF design, construction, and repair projects under a Master Commercial Solutions Opening (USSF-CSO-FY26-2808A), with individual project Areas of Interest to be published separately on SAM.gov.

This is not a set-aside procurement. Projects are executed under the statutory authority of 10 U.S.C. 2808a and are completely exempt from Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement requirements as legally binding non-procurement instruments.

Awards must be structured as Fixed-Price Other Transaction agreements only—Firm-Fixed-Price, Fixed-Price Incentive, or Fixed-Price Award Fee structures are permissible; cost-reimbursable agreements are strictly prohibited. The Government may award non-competitive follow-on agreements for scaled construction based on successfully executed and validated solutions. Commercial delivery methods include Progressive Design-Build, Accelerated Design-Build, Design-Bid-to-Budget, and Design-Build-Operate-Maintain.

Competition follows a three-phase down-select process. Phase 1 requires a maximum five-page white paper evaluated on relevance, technical merit, and company viability. Phase 2 involves a maximum 15-slide oral presentation assessed on technical depth, schedule viability, and responsiveness to evaluation criteria. Phase 3 consists of a full commercial proposal with work breakdown structure, master schedule, technical approach, and detailed pricing, evaluated on feasibility, fair and reasonable pricing, and commercial terms acceptability.

Industry partners may submit white papers only in direct response to specifically published Areas of Interest; unsolicited submittals will not be accepted. Prospective contractors must be registered in the System for Award Management and approved government invoicing systems. Individual project requirements, evaluation criteria, and submittal instructions will be provided within each project-specific AOI.
