About this file
This is a Construction Area of Interest (AOI) Template document for the United States Space Force (USSF) Construction Commercial Solutions Opening (CSO) solicitation framework. The template serves as a standardized format for publishing individual project-specific construction requirements under the Master CSO (USSF-CSO-FY26-2808A), which is designed to enable Space Base Deltas to rapidly design, build, repair, and alter base infrastructure through commercial partnerships. Projects solicited under this framework are executed under the statutory authority of 10 U.S.C. 2808a and are structured as Fixed-Price Other Transaction (OT) agreements, excluding cost-reimbursable arrangements. All agreements awarded under this authority are exempt from Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements.
Individual project AOIs published under this Master CSO will contain specific construction requirements, evaluation criteria, and submittal instructions that are not addressed in this template document. The evaluation process utilizes a phased down-select methodology, with detailed criteria and scoring metrics to be defined within each project-specific AOI. Industry partners may only submit White Papers in direct response to specifically published AOIs; unsolicited submittals will not be accepted or evaluated. This template establishes the overarching rules, terms, conditions, and evaluation menus applicable to all USSF construction OT agreements under this Master CSO framework.
