Eligible offerors must possess an active Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a prime contractor and must be authorized to operate and conduct business in Japan. The contract will be awarded on a firm fixed-price basis with evaluation based on lowest total price and technical acceptability, with award to be made without discussions unless the government determines discussions are necessary. Offerors must request access to detailed work specifications through DoD SAFE by December 2, 2025 at 12:00 AM Japan Standard Time, and all proposals must be submitted electronically by December 7, 2025 at 10:00 AM Japan Standard Time. The solicitation also includes a growth work component (CLIN 0002) representing 4 percent of the total proposed cost for potential additional requirements.
This is a non-mandatory synopsis with no set-aside designations, and no incumbent contractor or award value information is identified in the solicitation notice. The primary work involves erecting and removing three-level scaffolding structures at six specific locations on the vessel to support maintenance of antenna systems and related ship's force work, including a minimum 80-square-foot mixing and cleaning room per antenna array with specific encapsulation and containment requirements. The period of performance runs from March 9, 2026 to May 4, 2026, with all work to be performed at Yokosuka Naval Base in Japan. The contract encompasses management, scheduling, testing, quality assurance, and technical documentation requirements, with supporting services provided by the Southwest Regional Maintenance Center (SRF-JRMC) including crane services, safety inspections, and quality assurance verification. Offerors must be registered in the System for Award Management (SAM) and must submit pricing in Japanese Yen.
