About this opportunity
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka seeks ship repair and maintenance services for the USS JOHN FINN (DDG-113) during a Fiscal Year 2027 Surface Incremental Availability, with proposals due October 18 at 10:00 AM Japan Standard Time. This solicitation is restricted to sources duly authorized to operate and conduct business in Japan per DFARS 252.225-7042.
Place of performance is Commander Fleet Activities Yokosuka Naval Base, Yokosuka, Kanagawa, Japan. Period of performance runs from January 11 to May 7, 2027. The work specification package, accessible only through DoD SAFE, comprises six Task Group Instructions covering structural repairs to the No. 2 SSGTG intake, electrical cable replacement for incandescent lighting fixtures, cable hanger preservation, scaffolding installation and removal for antenna work, RAST control station inspection and repair, and deck plating preservation in the No. 2 uptake engine room. NAICS code is 336611, Ship Building and Repairing; PSC code is J999, Non-Nuclear Ship Repair (West).
The contractor must hold an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as a prime contractor. All work must comply with 29 CFR 1915 (Shipyard Employment Safety Standards), NAVSEA Standard Items (FY26 CH1), and SRF-JRMC Local Standard Items. The contract includes CLIN 0001 for primary repair work at firm fixed price and CLIN 0002 as a 10.82 percent growth reservation for additional work discovered during execution. Award criteria prioritize price as dominant in source selection; technical acceptability is determined by whether proposed labor hours and material costs suffice to complete the scope of work. Government-furnished property includes 39 provisioned line items of materials and components valued up to $64,876.54 per unit. Amendment N6264927RA0020001, issued October 15, updated the pay office routing and provided government response to a contractor question regarding Antenna No. 3-3 location. Offerors must request DoD SAFE access by October 13 at 10:00 AM JST; access is available for 14 days once provided.
