About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking a firm fixed-price contract for Selected Restricted Availability (SRA) ship repair and maintenance services for the USS HOWARD (DDG-83) at Yokosuka Naval Base, Japan. The solicitation (N6264925RA057) is specifically targeted at contractors with an active Master Agreement for Repair and Alteration of Vessels (MARAV), either through a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR). Key contract requirements include performing specialized maintenance tasks such as flushing the CETPS PAO coolant system piping and conducting operational tests on the AN/USG-2(V) PAO Cooling System. The government will evaluate proposals using a lowest-price, technically acceptable methodology, with price being the dominant selection factor. Proposals must be submitted by June 27, 2025, at 10:00 am Japan Standard Time, with a clear emphasis on technical compliance and competitive pricing.
There are no specific set-aside designations for this contract, and the solicitation is restricted to sources authorized to operate and do business in Japan. The period of performance is relatively short, spanning from September 1 through September 24, 2025, with work to be conducted entirely at the Yokosuka Naval Base. While specific award values are not explicitly stated in the documentation, the contract involves detailed ship repair work including system flushing, testing, and potential equipment replacements. The solicitation includes two Contract Line Item Numbers (CLINs): one for standard Statement of Work tasks and a second as a growth CLIN to accommodate potential additional work. Contractors without an existing MSRA/ABR may be considered if sufficient time exists for the Navy to assess their application, though this is contingent on not impacting the vessel's availability dates.
