About this opportunity
Military Sealift Command intends to solicit ship repair services for the USS HECTOR A CAFFERATA JR (ESB-8) Post-Shakedown Availability with solicitation targeted for November 18, 2026, and an October 19, 2026 deadline for capabilities statements. No set-aside is anticipated. Place of performance is the contractor's facility on the East/Gulf Coast, with work scheduled to commence June 18, 2027 and continue through September 30, 2027.
The vessel is a large auxiliary platform: 239.325 meters length overall, 71,954 tons full load displacement, 10.5 meters draft. Work encompasses approximately 130 line items across hull and structural systems, propulsion machinery, electrical and communication systems, auxiliary machinery (chillers, water systems, cranes, firefighting and life safety equipment), habitability outfitting, HVAC, and drydocking. Items range from routine preventive maintenance and scheduled certifications to capital improvements and system upgrades, categorized as Type A (standard competitive), Type B, or non-standard procurement.
Offerors must comply with a technical Use and Non-Disclosure Agreement governing access to vessel data subject to DoDI 5230.24 distribution controls and potentially DoD-M 5200.01-V4 controlled unclassified information restrictions. Firms must designate a corporate principal responsible for NDA compliance, restrict data use to proposal preparation and contract performance, implement organizational controls against unauthorized disclosure, flow down similar NDA terms to all vendors and subcontractors, and return or destroy all data within 30 days of contract award to another entity or work completion, with written certification to the Contracting Officer.
Military Sealift Command requests capabilities statements addressing company profile (employee count, office locations, UEI, CAGE Code, small business status), facility description and location, and NAICS 336611 classification. Submission is voluntary and carries no compensation. Contact benjamin.b.brackett.civ@us.navy.mil by October 19, 2026, 10:00 AM EDT.
