About this opportunity
The Department of the Navy Naval Supply Systems Command issued solicitation N6264926RA043 for ship repair, maintenance, and overhaul of USS BLUE RIDGE (LCC-19) during a Docking-Selected Restricted Availability (DSRA) at Commander, Fleet Activities Yokosuka Naval Base, Japan; the solicitation was cancelled by Amendment 0003 effective May 11, 2026, with no award to be made.
The procurement was exclusively restricted to contractors holding an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as prime contractors. Place of performance was Yokosuka, Kanagawa, Japan, with the anticipated contract period from July 21 to September 14, 2026. Work comprised one Task Group Instruction (TGI) numbered 3819P24302A02 for various ship repair, overhaul, preservation, and replacement work onboard the vessel, including fabrication of a new propeller sleeve and stern tube shaft.
The contract structure included two Contract Line Items: CLIN 0001 for primary DSRA work and CLIN 0002 for growth work valued at 21 percent of CLIN 0001's proposed cost. Pricing was to be submitted in Japanese Yen with conversion to U.S. dollars using the FY26 exchange rate of JPY 150.4415 per USD 1.00. Award was planned for the responsible, technically acceptable offeror offering the lowest evaluated price. Technical acceptability required current MSRA or ABR certification and demonstrated understanding of scope through proposed labor hours and material costs. The contract was firm fixed price under the applicable master agreement. NAICS code 336611 (Ship Building and Repairing); PSC J999 (Non-Nuclear Ship Repair—West). Contractors were required to comply with 29 CFR 1915 (Occupational and Health Standards for Shipyard Employment), NAVSEA standards, SRF-JRMC standards, and Japanese labor laws.
