About this opportunity

Naval Supply Systems Command, Department of the Navy, intends to solicit a firm-fixed-price contract, set aside for Service-Disabled Veteran-Owned Small Businesses, to overhaul and refurbish 23 Material Handling Equipment assets supporting USS America (LHA-6) Aircraft Intermediate Maintenance Department, with responses due November 12, 2026. The fleet comprises 13 EE-rated electric forklifts (4,500 lb capacity), two rough terrain forklifts (4,000 lb), six LiftKing forklifts (6,000 lb), and two electric forklifts (4,000 lb). Work is performed at the contractor's facility in San Diego County, California. Naval Air Station North Island transport is funded separately and excluded, and refurbished assets return to Government-designated storage pending the USS America Docking Selected Restricted Availability (estimated March 2027).

Scope includes induction inspection, corrective maintenance and overhaul, corrosion treatment and repainting per SAE AMS-STD-595 (color 13538), hydraulic and electrical repair, battery load testing, and post-overhaul steering, rated-load, and overload testing per NAVSEA SW023-AH-WHM-010. Weight Handling Equipment certification must be performed by certified personnel under NAVFAC P-307 and NAVSEA SW023-AH-WHM-010. Replacement parts must be genuine OEM or OEM-equivalent, and powder coating is excluded. The period of performance is 180 business days from first asset induction, excluding time to procure and receive repair parts. Payment is made on a delivery basis following refurbishment, successful testing, and Government acceptance, priced by equipment type.

The contractor must be registered in SAM.gov and qualify as small under NAICS 811310 (PSC J039). Any resulting set-aside contract includes FAR 52.219-14 limitations on subcontracting.

Interested firms submit a capability statement of no more than five pages by email to Caleb Pattarasakol and Bruce Charles, referencing 1301428883. The statement includes a corporate description (CAGE Code, UEI, size status, ownership, socioeconomic certifications, and facility clearance level) and one to three relevant MHE citations from the past three years. Questions are due November 12, 2026.

Notice text

USS AMERICA (LHA-6) Aircraft Intermediate Maintenance Department (AIMD) employs a suite of Material Handling Equipment (MHE) to move aeronautical components, engines, support equipment, and palletized material in support of intermediate-level maintenance and flight operations. These assets are essential to aviation logistics throughput, stores onload/offload, and hangar bay and flight deck material movement. Sustained operational use, shipboard environmental exposure, and deferred depot-level maintenance have degraded the material condition of twenty three (23) assets to the point that they are non-operational or unable to hold current weight-handling certification. Ship's force personnel are qualified to operate this equipment but are neither trained nor certified to perform depot-level overhaul, load testing, or weight-handling certification. Refurbishment of these assets during the upcoming Docking Selected Restricted Availability (DSRA) will restore full MHE capability, extend equipment service life, and prevent critical work stoppages in the aviation maintenance and supply chain.
