About this opportunity

The U.S. Postal Service solicits independent contractors to write Final Agency Decisions in compliance with Equal Employment Opportunity Commission regulations, with proposals due October 30 and questions due October 15. This is an Ordering Agreement for individuals only; submissions from companies or corporations are rejected.

Place of performance spans the United States with administrative oversight at Tampa, Florida. The procurement requires U.S. citizenship or permanent resident alien status, successful background check and drug screening, and ability to obtain a sensitive security clearance. Contractors must personally perform all work without employee designation or subcontracting. Minimum qualifications include a Master's degree or higher (preferred), expertise in federal sector EEO complaint procedures and case law, proficiency in Microsoft Word and Adobe Acrobat Professional, legal research capability, and capacity to complete ten cases annually. Required equipment includes Windows 10+ computer with 4GB memory, Microsoft Office 2010+, Adobe Acrobat Professional, broadband internet, dedicated telephone line, document scanner, and antivirus protection. Disqualifying factors include current federal or USPS employment (unless retiring within 30 days), listing on SAM.gov as disbarred or suspended, or circumstances creating perception of bias or confidentiality compromise.

Compensation is $500 per Final Agency Decision, $600 per consolidated FAD, and $100 per expedited FAD (requiring EEO Management approval). Contractors may average 8 to 10 cases per month depending on workload, though this is provided for estimation purposes only and does not guarantee assignment levels. FADs must be delivered within 15 calendar days of assignment. Evaluation criteria assess technical and supplier capability, past performance, and background information, with references from the past three years demonstrating similar scope and complexity required. Award is conditional upon successful completion of EEO FAD Writer Skills Training and security clearance clearance from the United States Postal Inspection Service.
