The contractor will be required to provide all labor, materials, and equipment necessary for the roof replacement work under a firm-fixed-price construction contract. Interested contractors must maintain active registration in the System for Award Management (SAM) with proper Marketing Partner Identification Number (MPIN) credentials to access secure solicitation documents. This opportunity is designated as a total small business set-aside under NAICS code 238160 (Roofing Contractors) with a size standard of $19.0 million in annual receipts. No incumbent contractors or current service providers are identified in the notice. The estimated project value falls within the $1,000,000 to $5,000,000 range as specified under Federal Acquisition Regulation 36.204, though the actual budget may be anywhere within this range rather than at the maximum threshold. The project encompasses approximately 41,418 total square feet of roofing work across both housing units. Contractors must ensure their SAM registration accurately reflects their small business size metrics, as the government will verify compliance with size standards during the evaluation process. The FBOP emphasizes that they award only prime contracts and do not engage in subcontracting relationships directly.
