About this opportunity
The Federal Bureau of Prisons' USP Canaan is soliciting quotes for furnishing and delivery of emergency lighting inverter systems and factory-authorized startup services, with quotes due November 20, 2026. The procurement is a Total Small Business set-aside on a Brand Name or Equal basis, so alternative products must be cross-referenced against the salient characteristics of the specified Myers Power Systems units.
Place of performance is USP Canaan in Waymart, Pennsylvania, with delivery to 3057 Eric J. Williams Memorial Drive, Waymart, PA 18472, by February 26, 2027. Equipment ships FOB Destination. The contractor furnishes one Myers 2-D-4-S-BD2005-ND2005-S unit (approximately 10,000 VA/W, 90-minute minimum battery runtime), two Myers 2-D-1-S-BD2002-ND2002-S units (approximately 4,800 VA/W), one Myers 6-IE-6-BD2005-M unit (approximately 6,000 VA/W), and factory-authorized startup, testing, commissioning, and operator familiarization training as a single job. All equipment must be new, UL-listed for emergency lighting, VRLA battery-based, and equipped with fast-transfer design and dry-contact remote monitoring. The contractor performs no installation, demolition, wiring, conduit work, or removal of existing equipment, as the Government performs installation separately. A factory-authorized technician must provide startup within 30 days after Government notification of installation completion.
Equal offers must include descriptive literature, technical data, exact make, model, and manufacturer, and a cross-reference confirming compliance with each salient characteristic. Insufficient technical evidence results in a technically unacceptable quote. Award goes to the responsible offeror offering the best value, evaluated on technical compliance (including documentation adequacy), delivery schedule (meeting or improving the Government's required schedule), total evaluated price for all CLINs, and past performance, which the Government "may consider" for similar supply and delivery work. No factor weights are stated. The acquisition is firm fixed price under NAICS 335999 with PSC 6110. Christopher S. Ficken is the contracting officer (cficken@bop.gov, 570-488-8031).

The submission must include the exact make, model, and manufacturer, alongside a cross-reference confirming compliance with each listed characteristic. Failure to provide sufficient technical evidence will result in the quote being determined technically unacceptable.
Evaluation Factors

Technical Compliance, Delivery Schedule, and Price, Past Performance will be considered in determining the quotation that represents the Best Value to the Government.
The Government may award to other than the lowest-priced offeror if the additional value associated with a higher-rated quotation warrants the additional cost.
