About this opportunity
The Department of the Navy Military Sealift Command is seeking qualified shipyards to perform a Regular Overhaul and Dry-Docking (ROH/DD) of the USNS COMFORT (T-AH 20), a 894-foot hospital ship. The procurement will be conducted under NAICS Code 336611 (Ship Building and Repair) with a small business size standard of 1,300 employees. Interested firms must submit a capabilities package by March 19, 2026, at 10:00 a.m. EDT to krista.a.hendricks.civ@us.navy.mil, which should include company profile information, facility details, business size designation, socioeconomic categories if applicable, and information regarding any partnerships or teaming arrangements. The work encompasses comprehensive ship maintenance and modernization across ten major operational areas, including hull and structural repairs, propulsion machinery maintenance, electrical systems, communication and navigation equipment, auxiliary machinery, habitability upgrades, medical facility modifications, HVAC systems, and drydocking activities. The Government has indicated a target solicitation issuance date of May 1, 2026, and submission of a capabilities statement is optional but will assist in determining available shipyard capacity.
This procurement carries no set-aside designation and is open to both large and small businesses. The work is scheduled to commence on or about April 1, 2027, and continue through October 1, 2027, for approximately 184 days, with completion targeted for April 1, 2027. The contractor's facility must be located on the East/Gulf Coast and capable of accommodating a vessel with a beam of 106 feet and gross tonnage of 69,552 tons. The draft Work Item Package Index identifies work across numerous categories, including both standard maintenance and repairs designated as Category A, and drydocking-related work designated as Category B, with specific focus on Ship Life Extension Program (SLEP) modifications and system modernizations to address obsolescence. No specific budget range or award value has been disclosed in this pre-solicitation notice, and no potential incumbent contractor or current contract holder is identified.
