About this opportunity

The US Naval Academy's Waterfront Readiness Department is seeking a small business contractor to upgrade the Cimplicity SCADA systems on six Yard Patrol (YP) propulsion training vessels (YP-703 through YP-708). The Department of the Navy Naval Supply Systems Command will award a Firm Fixed-Price contract to replace 12 existing HPE Model 240 computers with industrial computers running current Microsoft Windows versions, upgrade GE CIMPLICITY Software, and convert software-based licensing to hardware-based USB license keys. The solicitation will evaluate quotes in two phases: first assessing technical acceptability of meeting Statement of Work requirements, then ranking technically acceptable quotes by price. Quotes must be submitted electronically via Sam.gov by April 2, 2025, and must remain valid for 30 days following the closing date. The government intends to award the contract to the most advantageous quoter based on the initial submissions.

The contract is set aside exclusively for small businesses under NAICS category 811490 with a small business standard of $9 million. No incumbent contractor is identified for this project. The work will be performed at the USNA Waterfront Readiness in Annapolis, Maryland, with a required completion date of September 30, 2025. The current system operates with a Node 1, Node 2 redundant configuration and will continue to use existing Legacy GE Fanuc Series 90-30 PLCs, with potential future PLC modernization planned as a separate lifecycle project. The solicitation requires upgrading the system while maintaining the current configuration, with government personnel installing new computers and potential contractor support needed for software commissioning and validation. The current system license number is 4294967294, and the project aims to address degraded propulsion control systems that have caused some vessels to be deemed Partially Mission Capable (PMC) or Not Mission Capable (NMC).

Notice text

The US Naval Academy, Waterfront Readiness Department performs maintenance and repair on approximately 20 Yard Patrol (YP) craft used for propulsion training, seamanship and navigation. The Propulsion Alarm and Monitoring Control System (AMCS) on 6 of the craft have become degraded, causing several of the craft to be deemed Partially Mission Capable (PMC) or Not Mission Capable (NMC). An assessment of the Cimplicity SCADA architecture of the U.S. Naval Academy’s propulsion training vessel YP-705 in Annapolis, MD was conducted evaluating the vessel’s on-board Cimplicity SCADA system, applicable software licenses, network configuration, and the operator interfaces of the propulsion control system. The findings of the YP-705 inspection has determined the requirements to upgrade the Cimplicity SCADA systems on the Academy’s fleet of six propulsion training vessels - YP-703 through YP-708. See attached Combined Synopsis/Solicitation for further details.
