About this file

This document is a Questions and Answers (Q&A) file for a Yard Patrol Craft AMCS Repair contract opportunity. The Q&A addresses technical details about upgrading the Cimplicity SCADA system for six naval training vessels (YP-703 through YP-708). Key details include: the government seeks to upgrade existing Cimplicity software to the latest version while maintaining the current system configuration, utilizing existing Legacy GE Fanuc Series 90-30 PLCs, and implementing compact, solid-state industrial workstations. The current system operates with a Node 1, Node 2 redundant configuration, and while the PLCs will not be immediately updated, the government plans a future lifecycle project for PLC modernization. Government personnel will install new computers, with potential contractor support required for software commissioning and validation. The current license number for the existing software is 4294967294, and this is noted as a new contract requirement with no incumbent contractor.

Yard Patrol Craft AMCS Repair Q&A

1. We would like to know if this is a new contract requirement OR if there is (was) an incumbent performing these services.

A: This is a new requirement.

2. It looks like the current Cimplicity systems are setup independently so are you interested in keeping this configuration or would you like to combine the screens in the new systems to be setup for redundancy?

A: We would like to keep the existing configuration. They are currently setup as a Node 1, Node 2 configuration in the event of a failure

3. Is the intent to continue to use the current program(s) but just have them converted to run on the latest revision of

Cimplicity?

A: Yes. We intend to keep the current programs while running the newest version of Cimplicity.

4. When you state that you want industrial computers, are you looking for them to be completely solid state and more compact workstations?

A: Yes. Compact, solid state industrial workstations

5. The PLCs you are using are quite old so are you looking to have the PLCs updated as well?

A: Not at this point in time. We are looking into having the PLCs updated as part of a lifecycle project at a future date. This availability would be utilizing the existing Legacy GE Fanuc Series 90-30 PLC.

6. Just to clarify, Cimplicity is capable of being setup for redundancy but it seems like you have two systems running the same project but you will be required to use Node 2 in the event that something is wrong with Node 1 and vice versa. Is that the case?

A: That is correct where we would be required to use Node 2 in the event of a Node 1 failure and vice versa. We just want a newer version of what we have. The design was not the most thought out and I understand that, but it functioned well before we had licensing and software issues with the Legacy PCs.

7. The remote terminals/viewer nodes are typically windows-based machines that have viewer licenses as well.

Since they are touchscreens, are they all-in-one touchscreen PCs (panel mounted PCs)? Do you require that these and/or the servers have any ratings for hazardous locations (NEC 500 Class I, Div. 2)?

A: The screens we have are just a standard panel mounted industrial monitor, NEMA 12/4/4X (IP65/IP66) rated.

They are not panel mounted PCs.

8. Do you have the CSN# from the existing GE software? It could also be a license#.

A: Current license number is 4294967294.

9. The RFP indicates that all the installation will be done by Government personnel. Can you please confirm that no site visit/installation is required?

A: Government personnel will install the new computers, however, contractor support may be required on site for commissioning and validation of the GE CIMPLICITY software.
