About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk, on behalf of the United States Naval Academy's Chemistry Department, is conducting market research through a Request for Information (RFI) to identify qualified suppliers for a confocal microscope system. The system must be an inverted motorized platform capable of imaging objects ranging from 1-500 microns with resolution as low as approximately 100 nanometers, equipped with tunable filters for multi-color spectral imaging and objectives ranging from 4x to 60x magnification. Key technical requirements include long-term measurement capabilities, multiple location tracking, temperature consistency through an incubation system, widefield fluorescence imaging with a high-resolution sCMOS camera, and hybrid laser scanning with four solid-state lasers and four GaAsP detectors. Interested suppliers must submit capability statements addressing their confocal microscope systems, government contracting experience, company profile, and business classification status by December 18, 2025, to Cody Ellis at cody.c.ellis.civ@us.navy.mil. The anticipated contract type is Firm, Fixed-Price, and responses should be provided in Microsoft Word or PDF format.

This procurement carries no set-aside designation and no incumbent contractor has been identified in the available documentation. The specific contract award value or budget allocation has not been disclosed in this pre-solicitation notice. The system must be delivered within 120 days of contract award to Michelson Hall at the Naval Academy in Annapolis, Maryland. The applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1000 employees, and the Product Service Code is 6650 for Optical Instruments. This market research phase will inform the development of the final solicitation and evaluation criteria for selecting the most qualified vendor to meet the Academy's research and educational objectives in biological chemistry.
