About this opportunity
The U.S. Marshals Service seeks armed court security officer services for five Federal Judicial Circuits, with proposals due June 22, 2026. The procurement will result in one IDIQ Time-and-Materials/Labor-Hour contract per Circuit, with a base period of twelve months, four one-year option periods, and an option for a six-month extension.
Place of performance is Arlington, Virginia, with services delivered across Federal Judicial Circuits 1, 3, 4, 5, and 8, encompassing Maine, New Hampshire, Massachusetts, Rhode Island, Puerto Rico, Delaware, New Jersey, Pennsylvania, Virgin Islands, Maryland, North Carolina, South Carolina, Virginia, West Virginia, Louisiana, Mississippi, Texas, Arkansas, Iowa, Minnesota, Missouri, North Dakota, South Dakota, and Nebraska.
For pricing evaluation, offerors must apply published Collective Bargaining Agreement rates for hourly wages and benefits effective October 1, 2025 through September 30, 2026, for the base year and all ordering periods, with no other direct labor rates incorporated beyond September 30, 2026. Offerors must provide fully burdened hourly rates for all circuits and designated sites and submit complete pricing templates; partially submitted or omitted price offers will be evaluated as unacceptable and subject to disqualification. The Government reserves the right to evaluate and award each Circuit independently and to analyze all offers for unbalanced pricing.
Evaluation occurs across three phases: Phase I (Written Questions), Phase II (Slide Presentation/Four Elements/Interactive Dialogue), and Phase III (Pricing). Technical Capability, comprising Phase I and Phase II evaluations combined, is significantly more important than price; however, award may not necessarily go to the lowest-priced proposal. NAICS code is 561612, Security Guards and Patrol Services; PSC is S206. The Contracting Officer is Pamela J. Sullivan. Amendment 0002, posted June 16, revised Section M evaluation factors for pricing.
