About this opportunity
The Naval Sea Systems Command (NAVSEA), Department of the Navy, awarded a sole-source Firm Fixed Price Requirements Indefinite Delivery-Indefinite Quantity (IDIQ) contract to Ohler Pumps, A Division of WS Darley, for the acquisition of specialized pumps and filters designed specifically for the Marine Corps Expeditionary Fuel Distribution Systems (EFDS) program. The sole-source justification is based on Ohler Pumps being the original equipment manufacturer and only responsible source capable of providing the required RA2103 pump and RA2101 filter components, with alternative equipment requiring substantial system redesign, additional non-recurring engineering costs exceeding stated thresholds, and at least two years of additional development and verification time. The contract was awarded on March 26, 2026, under contract number N6133126D0006, with an estimated five-year duration consisting of a base ordering period and four additional option ordering periods spanning fiscal years 2026-2031, funded through Other Procurement, Navy (OPN) appropriations. A sources sought notice was published from August 18 through September 3, 2025, and a subsequent synopsis from September 2 through September 17, 2025, with only Ohler Pumps responding to the opportunity. The Contracting Officer determined the anticipated prices to be fair and reasonable, with the Navy currently having no plans to compete future contracts for these supplies unless another qualified source emerges.
