About this opportunity
The United States Army Medical Research Acquisition Activity (USAMRAA), acting on behalf of the United States Army Medical Research Institute of Infectious Disease (USAMRIID), has issued a special notice of intent to award a sole source contract to Potomac Affinity Proteins, LLC. The notice pertains to a research and development requirement in biotechnology, specifically focused on developing and testing a protease cascade for detecting protein targets in environmental samples. The contract will be issued under the North American Industry Classification System (NAICS) code 541714 for Research and Development in Biotechnology, with a size standard of 1,000 employees. This special notice is being published in accordance with Federal Acquisition Regulation (FAR) requirements for synopsis and procurement procedures. The Defense Health Agency is the overseeing agency for this contract opportunity.
The primary objective of this special notice is to secure a contract for developing a unique protein detection technology that uses target-specific antibodies to aggregate protein targets and trigger a signal cascade. USAMRAA intends to award the contract to Potomac Affinity Proteins, LLC on a sole source basis, as market research indicates they are the only source capable of performing this specific requirement. Potential contractors have until 12:00 PM EST on Tuesday, May 6, 2025, to submit written responses challenging the sole source determination, with responses to be sent to Tara Borntreger and Jayme Fletcher via their provided email addresses. The government will consider any submitted information solely to determine whether a competitive procurement is in the best interest of the government. If no written responses are received by the specified deadline, the contract will be awarded without further consideration. Interested parties must provide clear and convincing evidence of their ability to provide the outlined services, understanding that a mere request for documentation will not be considered an affirmative response.
Notice text
The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the United States Army Medical Research Institute of Infectious Disease (USAMRIID), is issuing this notice of intent to award a new contract on a sole source basis. This is not a request for proposals. This notice does not represent a commitment by the Government to pay for costs incurred from the preparation and/or submission of data in response to this notice.
The Government intends to negotiate on a sole source basis in accordance with FAR 13.106-1(b)(1), “only one source reasonably available”, a contract with Potomac Affinity Proteins, LLC for a research and development requirement. This requirement is for developing and testing a protease cascade that is capable of detecting protein targets in environmental samples and uses target-specific antibodies, or related ligands, to specifically aggregate the protein target and trigger a signal cascade.
This contract will be issued on a sole source basis as the Government’s market research indicates that Potomac Affinity Proteins, LLC is the only source available for performing this unique requirement, as presented within their unsolicited research proposal. The North American Industry Classification System (NAICS) code for this requirement is 541714 (Research and Development in Biotechnology(except Nanobiotechnology) with a Size Standard of 1,000 employees).
This announcement fulfills the synopsis requirements under FAR 5.102(a) (3) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. Any sources that believe they are eligible and capable of providing these services must respond in writing. Responses must be supported with clear and convincing evidence articulating the ability to provide the items outlined above. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purposes of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the contract will be awarded without further remark.
CONTACT INFORMATION: Responses may be submitted to Tara Borntreger at tara.j.borntreger.civ@health.mil and Ms. Jayme Fletcher at Jayme.l.fletcher2.civ@health.mil no later than 12:00PM EST on Tuesday, 6 May 2025.
