About this opportunity

The United States Holocaust Memorial Museum is seeking a comprehensive Neutral Distributed Antenna System (DAS) through RFP 95476725R1060, requiring design, installation, operation, and maintenance services for cellular signal infrastructure at both the Holocaust Museum and Ross Administration Center. The system must support multiple wireless service providers including AT&T, Sprint, T-Mobile, and Verizon, providing voice, data, and video services through a modular architecture that allows for service additions or removals without disrupting existing operations. The DAS must achieve 95% signal coverage across all interior and exterior areas of the facilities, totaling approximately 295,000 square feet of coverage area. Questions regarding the solicitation are due by July 17, 2025 at 5:00 PM EST, with proposals due August 1, 2025 at 5:00 PM EST, and contract award anticipated for August 18, 2025. The contract will be evaluated using best value criteria, with vendors required to submit technical proposals, past performance documentation, personnel qualifications, and comprehensive implementation plans.

This procurement is unrestricted with no set-aside designation, and no incumbent contractors are identified in the solicitation materials. While specific contract values are not disclosed, the procurement structure indicates a firm fixed-price contract with a 120-day implementation period following award, followed by a one-year warranty period and up to four additional annual renewal options. The work will be performed at the United States Holocaust Memorial Museum and Ross Administration Center located in Washington, DC 20024. The solicitation emphasizes the need for a scalable and reliable infrastructure solution, with particular attention to future flexibility given planned museum renovations scheduled for 2027. Contractors must demonstrate capability to facilitate carrier agreements and provide remote monitoring capabilities with periodic on-site maintenance visits.
