USHMM RFP 95476725R1060 for Neutral Distributed Antenna System (DAS) Replacement Q&A
Questions Responses
If armored cabling is needed does the USHMM have a preference in type or sourcing for this component? Since this cabling is relatively more expensive than other options on the market does USHMM have a preference for which part number or SKU that is used.
No preference
Does USHMM have any existing relationships with carriers that could affect or delay carrier acceptance of the system? Specifically, in regard to the carrier’s engagement with rebroadcasting and or approval of the design and CPI and SAS’s agreements needed for a deployment like this.
We currently have donor equipment from AT&T and T-Mobile. I belive there might be some agreements but I don't have that information since I was not involved in the first installation of the current DAS
Are there any concerns with respondents including a total rack unit for up 8U of space within the existing MDF/IDF infrastructure in the building/sites being addressed by the RFP?
We will need to validate on a case by case (closet visit) if that is feasable in our current deployments
Will the vendor be able to conduct the required site survey, site walk, and installation services during standard business hours?
Upon Award, the Site survey can begin at 8am and conclude for the Museum Space before 10am, the rest of the areas can be walked during business hours. Installation should be done during non-buisness hours.
USHMM’s expectations for ongoing maintenance, including the frequency of preventative maintenance visits and response time for corrective maintenance? Does US hmm prefer a solution with remote monitoring capabilities to reduce onsite maintenance needs?
Remote monitoring is acceptable with planned site visits either quarterly or bi-annual depending on complexity of installation
What type of signal source is currently being used for T-Mobile (e.g., BTS, off-air, small cell)
T-Mobile is fed by a 10Gb back haul provided by Zayo that is run to a rack full of T-Mobile equipment
Will any of the planned renovations impact the DAS deployment or require coordination during installation?
Yes, in 2027, the Museum will be going through renovations that will affect the Main Museum building. DAS components deployed in the Museum areas should be easily removed and replaced once renovations are completed.
Can the proposal include the option to reuse existing ZinWave hardware or fiber optic cabling? If so, please specify which components may be reused.
Yes exsisting components can be reused but the winner must be able to source/supply replacement parts for non functioing obsolute comonents, cabling can be reused if they are compatible with newer DAS deployment
Should the proposal include the cost of purchasing new carrier-grade signal sources, or will these be provided by the venue or carriers?
We are hoping that the winning vendor have relationships with carries to take care of donor equipment requests for signal sources
Is the existing DAS currently operational, and does it provide coverage across all areas defined in the scope of work? If not, what areas does it currently not cover?
It is semi-operational. Most of the Museum areas can recieve AT&T and T-Mobile signals. Areas in the Ross Center are dark due to construction issues encounter with the equipment during the Pandemic
Will the planned renovations require removal, relocation, or modification of the existing DAS infrastructure?
Yes, Possibility exsist when the Museum undergoes renovation in 2027
Will the venue provide ISP backhaul for the DAS system? If yes, what bandwidth and interface type are available (e.g., 1Gbps, 10Gbps)?
We are open to discussion but this was not on our radar
Please provide floor plans. Please request the NDA from the Contracting Officer.
Which bands are currently deployed on the existing DAS? I don't have an answer
Please provide locations of MDF and IDF closets, noting the locations being utilized by the existing DAS. Racks and pathways may be reutilized by the new DAS installation.
Located in the LL and 5th floor of the Museum building.
Is the existing DAS on battery backup? The MDF is on UPS, IDF do not have UPS
Is the building on generator power? Yes but not all closets have generator backed outlets
Is existing signal source present? Yes
If existing signal source is present, which carriers are present? T-Mobile, AT&T, we once had Verizon but carrier removed donor equipment during pandemic and did not upgrade
If existing signal source is present, will we be able to reuse these signal sources in the new DAS design?
Possibly if sources are sufficient
How many sectors are deployed in the current DAS? Unknown at the time
What is the average/expected number of concurrent visitors to the museum? daily average during non-peak is 3200, during peak about 5500
Does the museum host any events that significantly increase the number of concurrent guests?
yes on events, no increase in guests
What is the estimated number of concurrent guests during events that increase attendance?
events usually held outside business hours if events during the day while musuem is open, expect 500 to 1000 additional
Is the existing DAS functional and operational? mostly with T-Mobile and AT&T
Is a cutover plan to the new DAS required? at this time no
Is there a union labor or prevailing wage labor requirement? No
This implies that you want DAS service around the exterior of the museum building. Is this correct?
No, outsite the building is not in scope
This statement mentions UPS. Does the USHMM want UPS power provided for the DAS?
You will need to survey the MDF to see if you would rather provide UPS power or use what we have
What level of security clearance is required for on-site personnel? Must pass public backround check and contractor suitablity which includes credit and drug testing
Are we assuming that the carriers are to provide and fund signal sources to plug into the New DAS?
We are hoping the carriers would provide and fund signal sources
IIn Section C.2.13 Implementation and Operations Model: The cell carriers will bear the cost of building the infrastructure, if necessary, and providing the cell signals that will be amplified within the building for USHMM’s use, it assumed that Cell Carriers to be fully fund that DAS hardware (Cable, antennas, actives, ect) or is this specifically only to their signal source equipment?
Only for their signal sources
Is union labor required? No
Is it mandatory that WIFI be part of our offering or are we able to proceed with just Cellular at this time?
No
The RFP mentions coverage of the outside areas of the building, including parking areas, picnic staff areas and security booths. Is the DAS required to cover the outdoor areas? Or would the Macro signal be sufficient if the site survey proves so? If required, can you provide drawings outlining the required areas to be covered?
No required at this time
If going with a BTS signal source, this could cause problems in the surrounding areas.
Unknown at this time.
Coverage of -85dBm to -89dBm at 95% is required for Cell (850) and PCS (1900). Is this the required RSRP coverage? Would the standard carrier requirements (-95dBm at 95%, or -92dBm at 95% for AT&T) be acceptable for the PCS band for RSRP?
Standard
What carrier bands are required? (700/850/1900/2100) Is C-Band required? Installation to support having 4G and some 5G legacy bands but have the ability to integrate the C band to upgrade to higher bandwidth.
Is a Public Safety DAS required in addition to the Cellular DAS? not specifically called out in the RFP but can propose it as a option
Is there existing fiber from the Head-End (HE) to the IDF closets? If so, are there strands that can be allocated for Potential Offeror?
there are exsisiting fiber from HE to IDF, we will need to evaluate how many strands are avilable
Are there existing fiber and copper/composite fiber from the IDF closets to the existing Zinwave remote units in the ceilings? If so, will the Potential Offeror allowed to repurpose that for the new system?
yes and yes if compatible with new DAS deployement.
Are the main museum and the administration building connected? If not, will fiber between the buildings be provided? Or is that to be provided by the Potential Offeror?
There are fiber connections between the new buildings
Can the government confirm if the vendor will need to install a new fiber backbone or is there existing fiber strands available use? If so is the existing fiber single mode (SM) or multi-mode (MM).
there are exsisting fiber, between buildings that are MM, most of the cable plant is MM.
Can the government confirm if the existing Mobile Network Operator (MNO) signal sources will be used? If so, which frequency bands for each MNO are currently provided by the existing signal source equipment?
Unknown at this time.
Is there an Incumbent? If so could the government provide the name and contract number?
The USHMM is an independant establishment of US Government, we are not required to disclose our previous contracts.
Would the customer consider a “DAS as a Service” model to include all infrastructure, maintenance, repairs, and carrier signal as part of the offering?
yes, we will need to run this by procurment and managment
It is unclear where the Ross Administrative Building is in relation to the museum. Are they physical connected/adjacent to each other or some distance apart? If not physically connected, are there cable pathways between the museum and administrative building that can be utilized for the proposed system and what would be the approximate distance between the two buildings?
they are close to each other with fiber runs between the 2 buildings
Are there any costs associated with obtaining background checks/security clearance for on-site personnel?
we can process background check, your cost would be the drug testing and finacial check.
WSP’s are less inclined to provide signal source equipment and/or transport for connectivity into their core network for in-building solutions that do not represent high capacity, strategic public venues such as airports, convention centers, and major sports arenas/stadiums. Is the customer willing to include the cost of either off-air bi-directional amplifiers or small cell devices and provide backhaul connectivity as part of the proposed solution?
can consider it
The specified signal thresholds of -85 dBm to -89 dBm across 95% of the coverage area are problematic. First, it is unclear if this measurement is for Received Signal Strength Indicator (RSSI) or Reference Signal Received Power (RSRP)? Second, those levels are higher than what is typically required/accepted by the carriers (WSPs) for today’s 4G/5G technology and will significantly increase the solution cost to meet those requirements. Are we able to design to current standards, typically -92 dBm to -100 dBm RSRP?
yes design with current standards
Is there a requirement to utilize Union Labor or prevailing wage? No
Insurance says E&O/Cyber: $10M per occurrence. Does that mean each or combined?
This can be negotiated at before the time of award.
Are you able to send us the ibwave design with the Zinwave? This will allow for design efficiencies and utilizing as much of the existing infrastructure as possible. If the iBwave cannot be provided, please provide marked up floor plans with wall types, as there were various different walls observed during the walk (wall types will have an effect on the RF and needs to be accurate).
I don't have those
When we looked at the old Zinwave design, it seemed like every area wasn’t being covered by the DAS. Are there any areas that are excluded from the coverage objective?
mechanical rooms or rooms where cellular signals are not needed
The RFP calls out to cover 850 and 1900 for -85 dBm and the RFP says that it must be able to be upgradable. What frequencies/technologies is the museum looking to have included within the DAS? Also, most carriers require a -95 dBm KPI for the 1900/2100 bands, is it acceptable to use industry standards for the different frequencies and technologies?
go with industry standards, lots of the information was from 5 year ago
During the walk it was said that certain areas need to be paint to match. Can those areas be highlight on the layouts? Also please provide the paint colors needed
The Paint color is TBD
Is there a preferred low voltage contractor for the facility? No
Is union labor required? No
Is armored fiber required? No
What areas will require conduit? This will be determined during discovery.
Overall Requirement: Will the Museum consider providing a 1-week (5 business
The Museum will not be extending the due date for this opportunity.
Section H – Special Contract Requirements – Should the Contractor provide any days) extension on the Proposal Response Due Date?
The Museum will not be extending the due date for this opportunity.
information regarding terms and conditions or addendums that apply for Neutral Host DAS solutions and services under the Contractor’s GSA Schedule in addition to their proposal response?
The Museum is seeking the Best value for this opportunity, we will accept additional contract vehicles such as NASA SEWP and GSA schedule.
Section C.2.7 Installation Constraints - Is the newly constructed areas of the facilities as described included in the square footage provided for both the Museum and Ross Bldg.?
Yes
Section L.07.3 Technical Approach – Explanation of Proposed Methodology – Sub-section (d): Can the Museum please clarify what they mean by “the ownership rights” for all equipment (or the entire system)? Does the Museum intend to have ownership and rights of the system?
The Museum intent is to have ownership and rights of the system, while the carrier donor equipment retains their ownership and rights.
a. Follow up to L.07.3 Section L.07.3 Technical Approach – Explanation of Proposed Methodology – Sub-section (d): Does the Museum have any preference on (to include “as a service” models) on how services are provided (including billing) between the installation of the system and the on-going operations and maintenance of the system?
No preferance at this time
b. If existing Contractor GSA T&C’s specify that the contractor shall retain ownership of the system/hardware and rights, unless otherwise specified and negotiated, should the contractor provide guidance in their response identifying how mutual agreements can be conducted?
Yes, Offeror shall provide an optional approach, however, the Museum intent is to have ownership and rights of the system, while the carrier donor equipment retains their ownership and rights.
Has the Museum engaged with GSA Contracting Offices under the IT and Telecom Services organization/MAS Category owners (or any other Contract Management organizations for the Federal Government) for support on this requirement and acquisition?
No
Overall Requirement: Due to the nature of similar solutions and services projects like neutral host DAS deployments, there can be unknown items at the time of award prior to complete site survey and other actions, that can impact performance as well as cost. While the Museum has stated this is a firm-fixed price requirement, if there are unknowns that are determined to be requirements (not change in scope) that increase cost, cause unforeseen delays or any other factors, is the Museum also able to take advantage of GSA’s ability to add Order Level Materials and Order Level Maintenance (OLM) items that allow for increases in cost.
Yes
The museum did not allow for a full site survey, benchmarking, and other required preparation activities for Neutral Host DAS deployments during the Acquisition (RFP) phase? Will they allow the awarded contractor the ability to perform a full site survey immediately after award?
Yes, build into cost
a. If the site survey and other activities occur after award, and it is determined there are additional items that need to be addressed or included in the overall scope of system deployment and management/maintenance? What is the Museum’s contingency for this occurrence, related to costs, requirements change, and or additional services needed?
The Museum anticipates Change orders after discovery period.
NOTE: No full site-survey prior to contract award can hinder the ability to mitigate risk on the Contractor’s side in providing a firm-fixed price for solutions and services as the RFP requires and describes.
Does USHMM have any preferred wireless service providers (WSPs) that have already expressed interest in rebroadcasting through the future DAS system?
No, but T-Mobile and AT&T are aware we are looking to update/upgrade our DAS
Can we assume the vendor is responsible for facilitating all rebroadcast agreements directly with the WSPs, or will USHMM assist in initiating those conversations?
Yes assume awardee will facilitate agreements, we can assist in some capacity where needed.
Section C.2 states that "USHMM requires the design and installation of a Neutral Host In-Building Multi-band Cellular Distributed Antenna System (DAS) to provide cellular voice, video and data coverage inside its facility at 100 Raoul Wallenberg Pl, SW."
Limit to inside building for this engagment, outside areas are not longer required
Then, Section C.2.1.1 states that "the system shall provide cellular voice, video and data coverage to all areas of the building, including, but not limited to, office areas, walkways, hallways, bathrooms, conference rooms, meeting areas, labs, artifacts processing areas and HVAC/utility rooms. In addition, the system shall also provide the same level of coverage in the immediate surroundings outside of the building including, but not limited to, parking lots, staff picnic area and security guard booth. The offeror shall provide 95% percent coverage in the above spaces at the following levels."
Limit to inside building for this engagment, outside areas are not longer required
While section C.2.1.1 states that the DAS " shall also provide the same level of coverage in the immediate surroundings outside of the building," carriers often do not support an interior DAS to supports coverage for outdoor areas due to interference. If the WSPs will not support this level of outdoor coverage (e.g., parking lots, security guard booth, and staff picnic area), is the expectation of the Museum that the Offeror is responsible for outdoor coverage?
Limit to inside building for this engagment, outside areas are not longer required
Is there an existing PSDAS? If so, will the Museum please provide Offerors with the design of the PSDAS so that Offerors are able to mitigate associated interference with cellular frequencies.
This location does not have Public Safety DAS at this time
Does the Museum have an underground garage for staff parking? If so, does that area require DAS coverage from the new system?
There is no underground parking so no DAS required in those areas
C.2.4 requests that Offerors provide a "Discussion on features of the equipment and installation, include a discussion on planned redundancy and other network technology/topologies, low profile antennas, uninterruptible power supplies (UPS), etc."
Is the Museum requesting that Offerors provide a redundant system solution? not at this time
C.2.7 states that "Approximately one quarter of the interior of the Museum building is currently under construction."Will the Museum please provide updated drawings that reflect the architectural layout of the areas under construction?
Only classrooms will be under rolling construction but other parts will start to go under construction and modernization starting in 2027
C.2.7 states that "Approximately one quarter of the interior of the Museum building is currently under construction for the purposes of additional office space, conference rooms and a research library area, all of which were not originally completed prior to commissioning of the building. The selected DAS installation vendor shall be responsible for coverage of all newly constructed areas. If the construction is not completed during the installation of the DAS, USHMM will work with the vendor to schedule the installation in those areas at a later date."
Only classrooms will be under rolling construction but other parts will start to go under construction and modernization starting in 2027
Then, C.2.12 states that the "System shall be tested, installed and fully functional as verified and validated by the vendor, DSPs and USHMM. The vendor shall facilitate, coordinate and conduct all the verification process with the Museum and the DSPs," and that "The DAS Installer and USHMM are responsible for the mutually agreed development of acceptance test specifications for the installed systems." Will the Museum provide partial acceptance of the DAS solution if the referenced construction is not completed before the installation of the new DAS?
No partial accenptances will be permitted unless in writing to the COR.
Please confirm that 45RU of Rack space will be made available for the installation of Cellular Carrier equipment and DAS head-end equipment in the existing DAS head-end room.
We will need to confirm that we have rack space at the Head End
Please confirm that 4'(W) x 8'(H) wall space will be made available in the existing DAS head-end room and all telecom rooms to allow for the installation of Remote Units and passive equipment.
This is available
Is the work performed under this project subject to BAA compliance? Unknown at this time
C.2.10 includes a requirement to prepare a system design package that includes "documentation confirming frequency loading requirements." Please clarify what specific information the Museum is seeking as a part of the frequency loading documentation.
confirming that site installtion can rebroadcast all supported carriers
Please specify areas in the building where placement of equipment, mounting of antennas, or routing of cables may be restricted (e.g., spaces where equipment should not be visible, spaces that may dictate higher quality antennas to match or blend in with the interior design, spaces that limit access)?
exhibit spaces as specified should blend in with asthetics of the Museum and painted to match ceiling infrasture or tiles, this would be important for the 2 to the 4th floor of the Museum building
Will USHMM provide replacement ceiling tiles for locations where existing antennas will be removed? New antennas may not match the footprint of the existing antennas OR may not be installed in the exact location as existing antennas. The existing tiles may be discolored from general wear and tear.
we will need to check with our facilities. but all exsisting antennas have minimal penetration in the ceiling tiles
Are there any blackout periods or restricted times during which installation work cannot be performed? If so, will the Museum provide Offerors with a schedule of those periods and times?
during buisness hours and Museum open hours. 9 to 7 daily
Will the Museum provide parking for contractor staff during installation? depends on how many individials and vehicles and also other factors that might prohibit access to limited cone space in front of the Museum
Will the Museum provide a staging area for contractor materials during installation?
We will need to work out how much space you will need for the staging area
Are there any special requirements for wall or floor penetration activities? If so, will the Museum provide them to Offerors?
Scanning will be required if any floor penetrations are required and authoriztion will need to come with the Operations division
Will the Museum allow contractors to reuse existing pathways and wall and floor penetrations?
yes
For a customer-owned DAS, cellular carrier often do not perform testing.
Instead, contractors will provide testing on the DAS, which is then approved by the carrier(s). Please confirm that this is an acceptable approach.
yes
Section C.2.12 states that the "System shall be tested, installed and fully functional as verified and validated by the vendor, DSPs and USHMM. The vendor shall facilitate, coordinate and conduct all the verification process with the Museum and the DSPs."The process of getting a WSP connected to a DAS takes time and is out of the control of the installer. In light of this, what is USHMM expectation of a timeline for WSP to be onboard?
true, Wirelss Service Provider schedules can be varied and can cause delays, the Museum can be flexible.
Will the Museum provide power receptacles for new Cellular Carrier and DAS equipment in all telecom rooms?
We will need to identify the quantity and amps needed.
The vendor can negotiate in good faith with the carriers, but the Museum will need to be legally responsible for contracts or requirements made by the carriers as the carriers will be supporting the Museum. How will the following items be handled if issues arise with the carriers?
C.2.13 states that the "Vendor will be responsible for negotiating and drafting agreements for the use by a carrier on the Museum’s behalf."
• Legal items between the Museum and Carriers.
• Disputes between the Museum and Carriers.
• Carrier withdraws or delays participation.
Engagement with the Contracting Office and possibly General Counsel - may be necessary, contingent on the negotiation with the carriers.
Are there any restrictions or guidelines for the placement of carrier infrastructure within the Museum? If so, will the Museum provide these to Offerors?
There are no restrictions at this time.
What is the preventative maintenance schedule that the Museum is expecting?
Remote monitoring and regular signal validation, either quarterly or semi-annual
What are the expected hours of operation in which the selected contractor will perform maintenance activities?
Business hours allowed as long as you are not pulling down an antenna during the day while visitors or employees are walking around, in those scenarios, those will be done off hours.
Does the Museum require ongoing monitoring and support services of the installed DAS solution? If so, please provide details as to what level of monitoring and support is required.
Remote monitoring and regular signal validation, either quarterly or semi-annual
C.2.22 states that the "The offeror shall identify, by name, the proposed Key Personnel (e.g., the key management and technical personnel who will work under this order, such as the PM)," and that "The proposed DAS Implementation project team structure and an organizational chart shall be included in the proposal, with the names, positions, and resumes of any proposed key personnel."Please confirm that the organizational chart should be provided in the Management Approach under Proposed Personnel Qualifications and Certifications.
