About this opportunity
The U.S. Embassy Brussels, operating under the Department of State, is seeking to establish a Blanket Purchase Agreement (BPA) for comprehensive vehicle maintenance, repair, and spare parts services for U.S. Government-owned vehicles. The BPA structure allows the embassy to request services as needed without a guaranteed quantity of work. Key requirements include compliance with Belgian Law technical inspection mandates, provision of mileage-based maintenance services (including oil changes, filter replacements, and fluid inspections), repair services with vehicle diagnostics and parts replacement, and spare parts installation up to EUR200 without prior approval. A critical geographic qualification mandates that contractors must operate garages within 35 kilometers of Brussels. Vendor performance will be evaluated based on timely delivery, service quality, and responsiveness. Proposals must be submitted by email to BrusselsBids@state.gov by February 26, 2026, at 14:00 (2:00 PM) Brussels time, with the subject line referencing "Blanket Purchase Agreement for USG Vehicle Maintenance - 19BE2026Q0039."
This solicitation carries no set-aside designation and does not identify any incumbent contractor. The estimated total BPA value is EUR33,000.00 (approximately $39,285.71), with individual orders capped at EUR8,500.00 ($10,119.05) per task order, though business valued at $40,000 or above requires vendor registration in the System for Award Management (SAM). The period of performance extends from March 1, 2026, through February 28, 2027. All responding contractors must obtain an NCAGE code and complete SAM registration prior to award, at no cost. Place of performance is Brussels, Belgium (postal code 1000).
