About this opportunity
The U.S. Fish and Wildlife Service seeks two Architect-Engineer IDIQ contracts for seismic evaluation services at USFWS facilities nationwide, with proposals due June 19, 2026 and questions due June 2, 2026. This is a Total Small Business Set-Aside under NAICS 541330, with two awards reserved for small businesses.
Each IDIQ carries a five-year ordering period, a maximum contract value of $500,000 per award, and a minimum guarantee of $500. Task orders are anticipated to range from $12,000 to $75,000 and may be issued concurrently. Place of performance spans the Continental United States, Hawaii, Alaska, and Puerto Rico. Services include Tier 1 Screening and Tier 2 comprehensive seismic evaluations, plus Title I, II, and III A/E services (conceptual design, final design, and construction management) in accordance with NIST GCR 11-917-12 and Executive Order 13717. All work shall use ASCE 41-23 as the primary baseline standard. Tier 1 screening performance periods typically range from 45 to 90 calendar days from Task Order Notice to Proceed.
Required key personnel include a Cost Engineer/Estimator, Foundation/Geotechnical Engineer, Project Manager, and Structural Engineer, each with 10 or more years of experience and appropriate state or professional certification. Offerors must submit SF 330 proposals electronically to thomas_ikner@ios.doi.gov and include a minimum of five and maximum of ten relevant projects completed within the past ten years. Evaluation weighs Key Personnel Professional Qualifications, Specialized Experience and Technical Competence, Past Performance, and Capacity and Management Capabilities. Following initial evaluations, four to six most-highly-qualified firms will be invited to interviews via Microsoft Teams, with the top two firms subsequently receiving an RFP for labor category rates with fourteen calendar days to respond. Amendment 4 (effective May 29) extended the proposal due date to June 19 and posted questions and answers.
