UNITED STATES FISH AND WILDLIFE SERVICE

SEISMIC EVALUATION OF EXISTING BUILDINGS

STATEMENT OF WORK (SOW)

PART I – PROJECT INFORMATION

A. BACKGROUND

The U.S. Fish and Wildlife Service (Service) owns more than 6,500 building structures situated on National Wildlife Refuges, National Fish Hatcheries, and other facilities associated with fish and wildlife conservation. These buildings are located throughout the United States and its territories. They are used for storage, equipment maintenance, housing, office space, fish production, lab space, visitor services, animal shelter, education, and numerous other functions.

Public Law 101-614 and Executive Order (EO) 13717 compel Federal agencies to enhance the Nation’s seismic resilience by reducing the earthquake-related risk of federally owned and leased buildings and by enabling the continued performance of essential functions following future earthquakes. The Service’s seismic safety program exists to address these requirements. The primary goal of the Service’s seismic safety program is to reduce the life safety risk of occupants and users of Service buildings.

B. OBJECTIVE

The objective of this contract is to evaluate seismically-at-risk buildings to determine if those buildings meet desired performance objectives. The evaluation findings generated as a result of this contract will be used by the Service to identify, quantify, and prioritize mitigation of seismically deficient buildings.

C. DEFINITIONS

Rapid Visual Screening (RVS) – As detailed in the January 2015 Federal Emergency Management Agency (FEMA) publication FEMA P-154, Rapid Visual Screening of Buildings for Potential Seismic Hazards: A Handbook, RVS is a methodology used to quickly evaluate the seismic safety of a large inventory of buildings and to identify buildings that require a more detailed examination.

Standards – Refers to the Standards of Seismic Safety for Existing Federally Owned or Leased Buildings issued by the Interagency Committee on Seismic Safety in Construction (ICSSC). The current edition, designated Recommended Practice 8 (RP8), provides Federal agencies with common standards for the evaluation and mitigation of seismic risks in their existing owned or leased buildings.

Tier 1 Screening – The initial phase of a building seismic evaluation consisting of three sets of checklists used to identify potential seismic deficiencies of the structural, nonstructural, and foundation/geologic hazard elements of a building and the building’s site conditions.

Tier 2 Evaluation – A complete analysis of a building using simplified methods that addresses all deficiencies identified during a Tier 1 Screening.

Tier 3 Evaluation – A detailed evaluation using sophisticated analysis methods to further analyze complex structures. The goal of a Tier 3 Evaluation is to show that certain structures are adequate even though other less complex analysis methods indicated that they were not.
