About this opportunity
The USDA Forest Service, Region 6, seeks professional laboratory services to perform Per- and Polyfluoroalkyl Substances (PFAS) drinking water analysis for 75 water systems across Oregon and Washington, with proposals due September 1, 2026, at 11:00 AM PDT. This is a Total Small Business set-aside, issued as a Request for Quotation (RFQ 1240BD26Q0083) under FAR Subpart 12.6.
The laboratory must hold current state certification for PFAS analysis from either Oregon or Washington and be certified to run EPA Methods 533, 537.1, or 537; proof of certification must accompany the quotation. Place of performance is Bend, Oregon. The contractor provides all sample containers, coolers, cold packs, written technical sampling instructions, pre-paid return shipping labels, and analysis; the Forest Service supplies no sample-gathering labor. The three contract line items cover shipping sample materials to 75 water system points of contact within 30 days of award, analyzing samples using EPA-approved methods, and compiling results into an Excel spreadsheet. Unit pricing must include analysis of up to 19 trip blank samples (25 percent of systems) as QA/QC materials. Amendment 0001, effective August 25, added a mandatory pre-shipment coordination requirement: laboratories must contact designated Forest Service Points of Contact before dispatching coolers and bottles. The amendment extends the performance period beyond the original December 31, 2026 completion date into spring and early summer 2027 to accommodate sites affected by seasonal laboratory closures; the overall contract period is 12 months from award. Evaluation prioritizes technical capability (relevant experience and past performance) followed by fair and reasonable pricing. NAICS 541380, Testing Laboratories and Services; PSC Q301, Reference Laboratory Testing. Offerors must acknowledge Amendment 0001 or face rejection.
