b) Extension of Proposal Due Date: The closing date for receipt of proposals is officially extended from August 24th 2026 to September 1, 2026, at 11:00 AM PDT.

c) Mailing List Update: The system mailing list is updated to explicitly identify laboratory facilities that undergo seasonal closures during the months of September and October.

d) Coordination Requirement: A mandatory coordination requirement is added. Laboratories must contact the designated Point of Contact

(POC) identified on the system mailing list prior to dispatching coolers and sample bottles. This is required to ensure seamless logistics with

Forest Service field personnel and to schedule sampling around closures and availability.

e)Performance Period Revision: The requirement to complete all laboratory testing by December 31, 2026, is hereby removed. Performance is extended into the spring and early summer of 2027 exclusively for those sampling sites impacted by early seasonal laboratory closures in September and October 2026.The period of performance of this contract will be 1 year in length from date of award.

Questions and Answers

Project Title: Water Sample Collection and Laboratory Analysis

1. Question: Can you confirm if the laboratory must be physically located in Oregon (OR) and/or Washington (WA) state?

• Answer: No, the laboratory does not need to be physically located in Oregon or Washington. However, as noted in the Schedule of Items, the laboratory must hold valid certification to analyze PFAS samples from either the State of Oregon or the State of Washington.

2. Question: Confirming that it is the responsibility of the laboratory to pay for overnight or next-day delivery shipping of the samples?

• Answer: Yes. It is the contractor’s responsibility to provide pre-paid return shipping labels. Shipping methods must utilize timeframes that strictly adhere to required sample holding times.

3. Question: If the answer to Question 2 is yes: The sample collection estimate is 75 samples. To accurately estimate the return shipping label prices, how many samples of the 75 will be collected at a time in groups to ship back to our laboratory? We need this to estimate the number of coolers to ship.

• Answer: Contractors should assume that Forest Service personnel can sample a maximum of three (3) water systems per day. For example, if a designated Forest Service contact is responsible for sampling four separate systems, they will require two separate coolers with pre-paid shipping labels. If they are responsible for sampling six systems, they will still require two coolers.

4. Question: Would you like unit costs for Item 2 (Analyze Drinking Water Samples) to include the field blanks as well? We typically run the field blanks only if there is a detection on the primary sample, which helps keep our prices down, rather than running the field blank in conjunction with each sample. Should we include a separate line for estimated field blank costs or incorporate potential field blank runs into our total pricing for Item 2?

• Answer: Per Section 2.01a.4 of the Statement of Work (SOW), quoted unit costs for this line item must incorporate all QA/QC (trip blank) sample analysis costs for up to 25% of the sampled systems. Contractors should factor the cost to execute up to 19 trip blank analyses directly into their total pricing for Item 2.
